Letter from NRC (S. D. Bloom) to OPPD (W. G. Gates)- dated October 19, 1992 Gentlemen:

SUBJECT:

Staff Review of Generic Letter 90-06, Resolution of Generic Issue 70, " Power-operated Relief Valve and Block Valve Reliability," and Generic issue 94,

" Additional low-Temperature Overpressure Protection for Li ht-Water Reactors " pursuant to 10 CFR 50.54(f)-

Fort Calhoun Stat $on (TAC Nos. M77351 and M77421)

Reference 2 provided the initial response from Omaha Public Power District (0 PPD) for Generic Letter 90-06, in the Reference 4 letter, OPPD was requested to submit a revised response.

Specifically, the NRC Staff noted that OPPD had declined the staff position for low Temperature Overpressure Protection (LTOP) channel outage time in the Application for Amendment of Operating -License submitted by Reference 3.

The proposed LTOP channel outage time for Fort Calhoun Station, as submitted by 0 PPD. was determined to be unacceptable by the NRC.

Reference 4 also indicated that the staff would be receptive to extending the recommended 24-hour allowed outage time with an inoperable LTOP channel to 7 days provided the plant is not in a water-solid condition. In addition, a pressurizer level must be identified which provides a level of protection against cold overpressurization comparable to that provided by the nitrogen bubble in B&W facilities. This position is acceptable to OPPD, and will be ir.corporated with technical justification into a supplemental Application for Amendment of Operating License. OPPD expects to submit this Application on or before February 1, 1993.
