SUMMARY

OF APRIL 15th, 2020, PUBLIC MEETING TO DISCUSS RESOLUTION TO FREQUENTLY ASKED QUESTIONS 20-02 On April 15, 2020 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML20106E893), the Office of Nuclear Reactor Regulation and the Office of Nuclear Security and Incident Response staff hosted a Category 2 public teleconference with representatives from the Nuclear Energy Institute (NEI), Entergy, NextEra, various licensee staff, and members of the public to discuss and finalize Frequently Asked Questions (FAQ) 20-02, Emergency Preparedness (EP) - Emergency Response Organization (ERO)

Performance Indicator (PI) (ADAMS Accession No. ML20106D694). The FAQ addresses the impact to the ERO PI of deferred EP drills and exercises due to the COVID-19 public health emergency. Some EP drills have been deferred due to the need to maintain social distancing to protect the health and safety of ERO members. The ERO PI, which tracks the participation of key ERO members in EP drills, exercises, or an actual event at least once per eight quarters, could be adversely affected by ERO members who will not meet the eight-quarter timeline due to a deferred drill or exercise. The FAQ reflects a solution agreed upon by the Nuclear Regulatory Commission (NRC) staff and industry to revise PI guidance in NEI 99-02 to address the issue.

As everyone agreed to the FAQ proposal, the NRC requested to change the status of the proposed FAQ to Final Approved since the performance indicators were going to be submitted the following week and we wanted to have this guidance finalized and available. Everyone agreed to the request and the proposed FAQ status was changed to FAQ 20-02: EP-ERO Performance Indicator - Final Approved (ADAMS Accession No. ML20107F675) at the public teleconference and became effective immediately.

This meeting was a teleconference only meeting. At designated points during the meeting, members of the public were invited to provide any comments on the presentations.
