Commonwealth Edison Comoany ,

Commonwealth Edison Company (CECO) has announced that Samuel K. Skinner, ,

presently General Chairman of the Republican National Committee and formerly-White House Chief of Staff and Secretary of Transportation, has been elected President of Ceco and a member of the Board of Directors. Mr. Skinner will -

leave his present post of General Chairman of the Republican National Committee when his term expires on January 31, 1993.

Mr. Skinner's election concludes a national search for a successor to Bide Thomas, who took early retirement. Mr. Skinner will be responsible for the legal and regulatory functions of CECO. Cordell Reed, Senior Vice President, Nuclear Operations, will report directly to Mr. J. O'Connor, Chief Executive Officer and Chairman of the Board of Directors of Ceco.

Seabrook On December 16, 1992, a meeting was held between NMSS and Bruce B. Ellsworth, Commissioner of the Public Utilities Commission for the State of New Hampshire. The meeting was requested by the State of New Hampshire (NH to explore the possibility of temporarily storing NH's commercial low level) radioactive waste (LLW), not generated by the utility, at Seabrook Station.

The State of NH had interest in the licensing process for stering NH's

  • commercial LLW at the Seabrook Station, and the applicability of NRC's Generic Letter 85-14 requirements. There is no action required by the staff at this-time.

The team is composed of representatives from the Departments of State and Defense, the Nuclear Regulatory Commission and the Arms Control and.Disarmcment Agency. The participants focused on program

Meetina Reaardina Irradiated fuel Transoort Cask for Ft. St. Vrain On December 17, 1992, Transportation Branch staff met with Public Service Company of Colorado (PSC), and Transnuclear, Inc., to discuss the design of the Model No. TN-FSV cask which will be used to transport irradiated fuel from Ft. St. Vrain to Idaho. The cask is constructed of lead and stainless steel, and will carry a single canister, with six fuel assemblies per canister. The loaded cask will weigh aaproximately 50,000 lbs and will be transported by truck. The meeting was 1 eld to discuss the structural aerformance of the cask and the design of the impact limiters. PSC plans to su)mit an application for package certification in March 1993.

Louisiana Enerav Services Louisiana Energy Services (LES) officials notified the Nuclear Regulatory ,

Commission staff that a TV news feature on the proposed LES facility, to be built near Homer, Louisiana, will be aired on CBS in early January 1993.

Dan Rather, of CBS evening news, will be travelling to Homer.to. interview residents on the proposed uranium enrichment facility. it is our under-- '

standing that a group of people from Homer made the request to CBS to do the interview. The documentary is a segment of the_CBS evening news. Eye on America. The President of LES, Dr. W. Howard Arnold, will also be interviewed.

Review of Yucca Mountain Pro.iect Office (YMP0)-Site Activitici On December _16, 1992, the Division of High-Level Waste Management (HLWM)~

On-Site Licensing Representatives.(ors) reviewed and evaluated Yucca Mountain Site Characterization Project (YMP) activities at the Nevada Test Site-pertaining to the drilling _and processing:of core for.boreholes UZ-16 and NRG-6. The UZ-16 borehole, which is located near_ the north portal for the Exploratory Studies facility (ESF) 11s at:a depth of 1200 feet and is alanned to a depth of approximately 1660 feet. The NRG-6 borehole _ located witiin the:

area of the north ramp of the ESF is_ currently at a depth of ll5 feet and is.

planned for a depth of approximately 1100 feet. At these two ~ drill rigs it was observed that work. activities--(with the exception of the use of tracers-sulphur.hexafluoride) were being conducted in accordance with appropriate-quality-related procedures and that the core retrieval at NRG-6 was being -

processed. properly.

6 YMP QA has identified deficiencies pertaining to the use of tracers and calibration of related instrumentation. The YMP QA organization continues to investigate this problem and is constructively working to assure this issue is properly corrected. The ors also discussed with the Raytheon QA and technical personnel the verification and survey activities for Trench T5, which is located at the ESF north portal. The survey activitics and associated paperwork appeared acceptable, although the QA verification paperwork lacked clearly documented accountability that the required verification had been properly carried out. The On-Site Representatives will continue to monitor this issue to assure the concerns are resolved.

NRC Staff Visit to Vitreous State laboratory of Catholic University of America On December 9,1992, staff from the Division of High-Level Waste Management met with representatives from the Department of Energy (00E), State of Nevada and the Vitreous State Laboratory (VSL) of the Catholic University of America.

The purpose of the visit was to obtain an overview of VSL research on different kinds of glasses for use in radioactive waste disposal, including simulated glasses representative of the wastes at the DOE West Valley, New York, and Savannah River, South Carolina, facilities. The research at VSL indicates that some glasses (e.g., soda-lime glasses) can exhibit long term periodic oscillations or excursions in leach rate behavior. if repository glasses exhibit this kind of behavior, it would have to be accounted for in the source term models developed for repository and repository subsystem performance assessments. VSL staff indicated that they have had dynamic leach tests in continuous progress for 11 years on Savannah River-type glass and 7 years on West Valley-type glass.

IMAttsn_3 Site Decommissionina Mana9 ment Plan _ (SDMP) Site: _ License _

Amendment for Site Characterization-and Decommissionina Schedule at fansteel On December 21, 1992, Nuclear Regulatory Commission staff approved a license amendment for fansteel, Inc., a materials licensee in Muskogee, Oklahoma, on the 50MP. The purpose of-the amendment is to allow fansteel to perform' site characterization activities in support of decommissioning. The amendment- also.

includes a schedule for submittal of a site characterization report to the NRC by December 31, 1993; a decommissioning plan by June 30, 1994; and a site-specific decommissioning funding plan by June 30, 1994. 1he expiration date of fansteel's license was also extended to July 31, 1994. Until 1989, f ansteel processed tin slags and ores to retrieve tantalum and niobium and generated large quantities of. process residues containing natural uranium and-thorium, fansteel announced it was ceasing production and' formally closing the Muskogee plant in 1989. As part of its decommissioning of the site, fansteel now tentatively plans to resume processing these residues to recover marketable metals. The NRC staff will request f ansteel-to reviso and resubmit its renewal application to reflect these plans for additional processing at ~

The meeting was to discuss 3 Nuclear Regulatory Commission concen:s with Envirocare's application for a license to construct and operate a facility to commercially dispose of byproduct material defined in Section 11e.(2) of the Atomic Energy Act. The meeting was a followup to a November 25, 1992, letter from the Director of t HMSS, which identified NRC concerns with the Envirocare application. At the meeting, Envirocare stated that they are in the )rocess of obtaining additional expertise to help resolve NRC concerns. 1RC emphasized the high- i priority that has been given to this review. ,

The specific violations involve: (1) the failure to maintain constant surveillance of licensed material; (2) the "

failure to provide complete and accurate information to the NRC; (3) the failure to meet a number of requirements related to the transportation of radioactive material, and (4) six failures to meet- the administrative requirements contained in NRC regulations. (EN 92-098)

Civil Penalty Paid:

On December 17, 1992, the NRC issued a " Demand for Information" to Cameo Diagnostics Centre, Inc. The demand referred to a December 11, 1992 telephone conversation with Mr. Paul Rosenbaum, President, where Region

! staff expressed concern about the use of NRC-licensed material at a location that was not authorized in their license. Region I staff had previously informed Mr. Rosenbaum both verbally and in writing that he could not use NRC licensed material at a location that was not authorized in their license until an amendment was approved. The NRC asked five questions of the licensee. Included in these questions was, "Why the license should not be modified suspended or revoked in light of the actions by the licensee's President to use NRC-licensed materials at a location that was not authorized on the NRC license, notwithstanding the oral and written notification from the NRC that this activity was prohibited?" On December 18, 1992, Mr. Rosenbaum responded in writing to the " Demand for Information". lits response is under staff review.

2, fitzpatrick Curt Cowgill, Branch Chief, Division of Reactor Projects, Region I, met with local officials in Oswego, NY, on December 23, 1992, to brief them on the status of NRC activities pertaining to the Fitzpatrick plant and on the status of the plant readiness for restart. State representatives also attended the briefing.

Region 11 Items of Interest Week Ending December 24, 1992

1. Caribbean Soil Testino Comnanv. Inc.

On December 22, 1992, Region !! held an Enforcement Conference in San Juan, Puerto Rico with Caribbean Soil Testing Company, Inc. to discuss the findings of the NRC inspection conducted November 18 and December 3, 1992. Specific issues discussed included the failure of the licensee to secure a moisture density gauge containing licensed material in an unrestricted area which resulted in the theft of the gauge and failure of the licensee to report the theft in a timely manner to the NRC. The i licensee agreed with the facts in the inspection report and outlined '

corrective actions for violations.

2. Geo Cim. Int, On December 22, 1992, Region II held an Enforcement Conference in San Juan, Puerto Rico with Geo Cim, Inc. to discuss the findings of the NRC inspection conducted November 17, 1992. Specific issues discussed included leaving a moisture density gauge containing licensed material in a unattended and unlocked vehicle in an unrestricted area. The licensee agreed.with the facts in the inspection report and outlined corrective actions for violations.
3. Carolina Power and liaht Company On December 16, 1992, the NRC received a submittal (a three-year alan for the Brunswick sito) from Carolina Power and Light Company. Tao overall objective of this plan is to affect improvement in performance over the 1993-1995 time period. The plan reficets CP&L's goals to perform among the top quartile of U.S. nuclear plants in 1996, 1997, and beyond in the areas of safety, operations, and cost performance and to ,

sustain in that time period significant improvement in the areas of employee satisfaction and schedule.

Region 111 Items of Interest Week Ending December 24, 1992

1. Potential Offsite Contamination <

On December 23, 1992, two region based radiation specialists were dispatched to a private resident's home to perform contamination surveys associated with a concern received at the Region 111 office. The individual was concerned with the possibility of contamination being present in his home after an entry whole body count at LaSalle station indicated chromium-51 contamination on his clothing. He had worked a month earlier at the Braidwood Station during an outage. Direct measurements and smear surveys were conducted by the regional radiation specialists. No contamination was detected 6bove background based on direct readings or an analysis of the smears.

2. Eqssnwealth Edison Company. LaSalle. Manaaement Meetina On December 21, 1992, Mr. Edward G. Greenman, Director, Division of Reactor Projects, and Mr. Robert Stransky, Project Manager, Office of Nuclear Reactor Regulation, met with LaSalle Station management at the site to discuss plant performance and examples of lack of attention to detail as discussed in a recent inspection report. The meeting was productive with the licensee tmphasizing trend programs and the resolution of repetitive equipment failures. Observed material condition was good based on a tour of clean and contaminated areas.
3. Wisconsin Public Service Cornoration. Kewaunee. M agaement Meetino On December 22, 1992, the Regional Administrator and the Director, Division of Reactor Projects, met with the Chief Executive Officer, Wisconsin Public-Service Corporation, and other senior licensee representatives in the Region lli office. The purpose of the meeting was to discuss the long range outlook for the Kewaunee plant and other topics of mutual interest.

1. Scauoyah fuels Corporation On Friday, December 18, 1992, Region IV was first notified that the state of Oklahoma identified two barrels of contaminated oil from Sequoyah fuels Corporation, a subsidiary of General Atomics, at a facility in Haskell, Oklahoma, that processes waste oil. The licensee's followup surveys have indicated some fixed contamination on the exterior -

of the barrels may be present and,one spot on one barrel had removable contamination of 3,000 dpm/100 cm . Further, licensee representatives reported that the solution inside the two barrels did not appear to be primarily composed of oil. SFC samples indicated 11.6 grams of uranium per liter (g-U/1) and 5.6 g-U/1, respectively. SFC had shipped a total of 17 barrels of oil to this facility on November 11, 1992, which normally blends waste oils and then sends it off to a second facility for incineration. Ten of the original 17 barrels had been processed but it is unknown whether the 10 barrels contained contaminated solutions.

SFC retrieved all of the remaining seven barrels on December 21, 1992, and is performing a root cause analysis of the event.

SFC informed Region IV that its Health and Safety personnel performed radiological surveys of the blending facility's process area and no radiological contamination was found. Region IV plans to continue its review of SFC's actions during an unsite inspection next week.
