Bartlett, Callaway Senior Resident Inspector, Region III, regarding arrangements for an enforcement ~ conference between members of our respective organizations. This. conference is scheduled for 1:00 p.m. (CST),.on Tuesday, January 12,~1993,.at the NRC Region III office at 799 Roosevelt Road, Building 4, Glen' Ellyn,> Illinois.- l The purpose of_ the conference is to discuss the. findings _of the inspection-conducted at your facility on-0ctober'l through December 18, 1992, which

-identified apparent violationsL of _NRC requirements. An inspection report ~will be provided to you prior to ourl scheduled meeting. A summary of the. apparent violations and concerns is provided in Enclosure 1 for your review. At the -

, On October 30, 1997, > Union Electric engineer determined that the motor operator for an es:;' .al service water valve had not; been properly _ adjusted during maintenance work in the last refueling outage. Because of a mis-4 positioned-limit switch 'in the operator, the valve would:not fully close as.

required during a severe accident. Post-maintenance testing-and routine i

surveillance checks did not' adequately verify the proper operation.of the"

- valve and failed to identify the position problem.- These' deficiencies are '
examples of a violation of 10 CFR 50,;. Appendix B,_ Criterion V for
failure to i follow procedures.
