Dear Mr. Eliason:
This refers to the special inspection conducted by Mr.
I. T. Yin
of this office on December 9-10, 1992. The inspection included a
review of activities at your Prairio Island Nuclear Generating
Plant, Units 1 and 2,
as authorized by NRC Operating Licenses
At the conclusion of the inspection, the
findings were discussed with Mr. K. Albrecht and other members of
your staff.

The enclosed copy of our inspection report documents our
evaluation of the cooling water system for potential water hammer
occurrence during a loss of offsite power event.
No violations of NRC requirements were identified during the
course of the inspection.
In accordance with 10 CFR 2.790 of the Commission's regulations,
a copy of this letter and the enclosed inspection report will be
placed in the NRC Public Document Room.
We will gladly discuss any questions you have concerning this
inspection.
