RESPONSE TO NRC BULLETIN 92-01, SUPPLEMENT 1, " FAILURE OF THERMO-LAG 330 FIRE BARRIER SYSTEM," LIMERICK GENERATING STATION, UNITS 1 AND 2, AND PEACH BOTTOM ATOMIC POWER STATION, UNITS 2 AND 3 (TAC NOS. M83890, H83891, M83911, AND M83912)

By letter dated September 28, 1992, you provided a response to NRC Bulletin 92-01 for Limerick Generating Station (LGS), Units 1 and 2, and Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3.

Your response stated that compensatory measures have been implemented consistent with the plant technical specifications (TS) for both LGS and PBAPS except where NRC approval was granted for the use of equivalent compensatory measures. The use of equivalent compensatory measures was approved in a letter dated July 2, 1992, for LGS and in letters dated July 17, 1992, and September 2, 1992, for PBAPS.

The extent of the equivalent compensatory measures is described in the referenced letters.

You provided a description of the long-term corrective action your are pursuing to ensure or restore operability.

You indicated that the Nuclear Management and Resource Council (NUMARC) is coordinating establishment of a test database, development of guidance for applicability of tests, developinent of generic installation guidance and conduct additional testing, as appropriate. Also, you indicated that PEco intends to apply the results of the NUMARC program, where appropriate, to Thermo-lag installations within LGS and PBAPS.

Finally, you committed to submitting a supplemental report once you have taken actions to restore fire barrier operability.
