It is with great regret that I have learned of your imminent retirement from the Atomic Energy Control Board of Canada (AECB).

NRC and the AECB have had a very useful exchange program which has expanded significantly since our first formal information.

exchange _ arrangement was signed in June of 1989.

I believe both our agencies have profitcd considerably from these increased.

exchanges which have led to active collaboration in a number of-areas of mutual interest.

I hope the professional and personal relationships which have been established between our agencies, due in large part to your efforts, will not only continue but increase.

I enjoyed meeting with you in Ottawa in September to share views on canadian and U.S.

nuclear safety and licensing issues.

I also was pleased to meet with you again at the Senior Regulators' meeting in Paris and especially want to-thank you-for your support in coordinating nuclear safety activities in Eastern Europe and the former Soviet Union.

You have great reason to be-proud of your many accomplishments during your tenure at the AECB.
