Gentlenen:

In the naard's "iiotice of Prehearing Conference" dated February 13, 1981, the parties were invited to sultnit a proposed aganda, specifyirg matters they wished to have discussed, for the l' arch 17-18, 1981, prehearing con ference. Pursuant to that invitation, the Staff suggests the following s atters be inclucied for discussion during the prehearing conference:

1. Various scheduling matters relating to the fiay hearing should be finalized. Sui h na tLers include, tu t need not be linited to, a schedule for f iling prehearing motions or additional discovery requests, as well as, the order of addressing issues at the hearing and the order of presenting. testimony.

5. A discussion of how testimony will be acquired from the witnesses identified by the Board during the llovember prehearing conference (i.e., clarificction as to whether they will be Board witnesses or Intervenor witnesses).

Lastly, the Staff feels CEU's request that this Board consider an alter-ation of the schedule previously set out in the Board Order of December 2, 1900, should be discussed first, since the Board's ruling upon this motion will influence the Staff's position on the reolaining matters suggested for discussion and resolution.
