Dear Professor Unger:

I am responding to your letter of November 17, 1992, to Chairman Selin in which you requested information about the Three Mile Island Unit 2 (THI-2) accident and cleanup operation.

Unfortunately, I did not receive the earlier letter you sent in August 1992 because it was addressed to the THI Program Office, which has not been in existence since the mid-1980s. After my staff contacted you by telephone on December 3, 1992, I received a copy of your August letter on December 8, 1992.

In the letter you sent in August 1992, you requested information on alleged discrimination of a contract worker, Mr. Richard Parks, at THI-2 in 1983.

Regarding this issue, the NRC staff issued a notice of violation and imposed a civil penalty of $64,000 against GPU Nuclear Corporation, the licensee, on March 4, 1986.

The licensee requested a hearing on the imposition of the civil penalty on March 21, 1986.

On Nnvember 13, 1987, the NRC approved a settlement of the proceeding between the licensee and the NRC staff.

The NRC staff agreed to reduce the severity level of the charged violation, and the licensee agreed to pay a $40,000 civil penalty. is a copy of the NRC press release giving the details of the provisions of the settlement agreement.

On December 4,1987, the licensee paid the $40,000 civil penalty.

You also requested information on the current status of the THI-2 cleanup operation. provides a discussion of the current status of the facility and the licensee's plans for long-term storage.

Also in your August letter, you requested the cost of the cleanup to date and the expected total cost.

The licensee has expended approximately $1 billion on the cleanup to date. The funds include (1) contributions from the U.S.

Department of Energy, the electric power industry, the States of Pennsylvania and New Jersey, the ratepayers, and Japan; (2) insurance payments; and (3) the licensee's own internally generated funds.

On July 26, 1990, the licensee submitted a funding plan to accumulate funds to decommission the facility.

The plan calls for putting into escrow $228.7 million in 1992 dollars to be available at the time THI-l ceases operation (2014).

In your letter of November 17, 1992, you referenced your information requests of your earlier letter and requested a copy of NUREG-1414, " Differing Professional Views or 0)inions," and an estimate of the total amount of radiation released i., tie course of the THI-2 accident.
