SUBJECT : INSPECTION REPORT NO. 50-443/92-26

This letter refers to the inspection conducted on October 23 to 30,1992 by

Mr. M. J. Buckley to review the adequacy of your activities related to the containment

integrated leak rate test at Seabrook Station in Seabrook, New Hampshire. Mr. Buckley

discussed the findings with Messrs. Drawbridge, DiProfio, and other members of North

Atlantic Energy Service Corporation at the inspection exit meeting on October 30,1992.

On November 13 and 20,1992, your staff provided additional information to resolve several

observations of this inspection. This inspection was completed on November 20,1992 with a

review of the r,dditional information provided.

The containment Integrated Leak Rate Test, and valve and penetration leak tests are vital to

'

the protection of the health and safety of the public in that they assure the leak tightness of

containment throughout station life. Our inspector witnessed the preparation, pressurization,

stabilization leak rate determination and verification of the containment integrated leak rate

testing. The inspection consisted of observations of testing, review of procedures and

interviews with personnel by our inspector.

Overall, the implementation of your containment Integrated Leak Rate Test (ILRT) was

observed to be consistent with requirement of station procedures and applicable NRC

regulations. Our inspector observed that your staff assigned to the ILRT was knowledgeable

and diligent. The procedure was detailed, complete, and accurate.

As discussed in Section 1.4 of the enclosed report, our inspector observed several instances of.-

failure to follow established procedures that involved valve locked closed capability, locked

closed logging discrepancies, and a tagging issue. In accordance with the provisions of

,

10 CFR 2, Appendix C, we have classified this as a non-cited violation, because of the

minimal safety significance and your immediate and comprehensive corrective actions.
