Dear Mr. Perry:

SUBJECT: ROVIINE EMERGENCY PREPARE 0 NESS EXERCISE INSPECTION AT THE CLIN 10N

POWER STATION

This refers to the inspection conducted by Mr. C. Cox and others of this

affice on December 1-3, 1992. The inspection included a review of activities.

authorized at the Clinton Power Station. At the conclusion of the inspection,

the findings were discussed with those members of your staff identified in the

enclosed inspection. report.

Areas examined during the inspection are identified in the enclosed report.

Within these arets, the inspection consisted of a selective examination of

procedures and representative records, interviews with personnel, and

observations of activities in progress.

No violations of NRC requirements were identified during the course of this

inspection. However, one' exercise weakness was identified which will require

corrective action. This weakness is summarized in the Appendix to this

letter,

in accordance with 10 CFR Part 2.790 of the Commission's regulations, a copy

of this letter and the enclosed inspection report will be placed in the NRC

Public Document Room. "

lhe initial protective action racommendations were not issued to the off-site

agencies in a timely manner. The notification forms to the state indicated

that the off-site agencies did not receive any protective action

recommendations from the utility until 25 minutes after the Emergency Manager
