US Huclear Regulatory Ccenission $l;*Q '"'i /

Washington, DC 20555 k DOCKET 50-155 - LICrtSE DPR BIG h ROCK POINT PLANT - ADDITIONAL DATA ON RDS BATTERIES By letter dated March h,1977, consumers Power Company sut=itted a proposed  ;

change to the Big Rock Point Technical' Specifications which, when approved, vould lover the allovable RDS battery specific gravity limit to 1.15 Subse-quent to this submittal, the staff indicated that the results of the RDS bat- .

tery dische.rge and service tests would be necessary to further evaluate the l proposed change. During the recently ecmpleted refueling outage, these tests were conducted (in accordance with I m h50). The results are si"-wi ed as fallows:

Rinimum Voltage Capacity Determined by Battery During Service Test Perfornance Discharge Test UPS-A 119,21 VDC Overall 126.3%

UPS-B n9.lT VDC overan 126.6%

UPS-C 118.81 VDC Overan 134.2%

UPS-D 118.6T VDC Overan 120.0%

The results of the service test indicated that the RDS batteries have an ex-cessive reserve capacity since they did not even approach the limiting condi-tion of 105 VDC. The discharge test further corroborated this by displaying overall capacities of at least 20% in excess of nameplate rating, or almost four times the capacity necessary to meet the conditions specified for the design basis load cycle. Further, the discharge test was conducted with two ve%Kened three-cell units (one in UPS-B and one in UPS-D) that have subse-que!!tly been replaced.

2 Although both tests were conducted with initial cell specific gravities of 1.20 or greater, the results, when evaluated in conjunction with the vendor's study (provided as an attachment to this letter), indicate that a specific gravity of 1.15 is adequate to ensure that the RDS batteries have the capacity to per-f0rm their design function.
