Item "We are concerned that you have not established requirements for fire watches '
when conducting waintenance and construction work within the pletnt. These re-quirements should establish when fire vatches are required and the minimum re-quirements for personnel acting as fire watches. We understand that these requirements vill be established, and request that you reply to this letter within twenty days describing what actions you plan to take and when these ac-tions vill be complete."
Besponse Administrative procedures are being developed which specify when fire protection I controls are required for the protection of safety-related equipment. A tempo- !
rary directive is in effect at this time containin6 a detailed list of items for fire safeguards consideration and fire vatch requirements for maintenance work. j The temporary directive vill remain in effect for a trial period to allow refine- I ment and vill then be translated into administrative procedures. This vill be accomplished by December 31, 1977 Standardization of design control activities is in the process of being developed.
The procedures that vill result from the standardization process vill encompass the applicability of fire safeguards and requirements for fire watches for con-st'ruction activities. These procedures vill be in effect by February 1,1976.

We have concluded that site personnel are qualified to act as fire vatches due to annual training in fire fighting techniques.
