SUBJECT:
CRGR REVIEW 0F PROPOSED GUIDANCE FOR BIENNIAL PLANT PROCEDURE REVIEWS This is in response to your memorandum dated September 15, 1992 regarding the possible need for CRGR review of the subject proposed guidance for evaluation by NRC regional staff of licensee requests for changes to commitments made during plant licensing for the review of safety-related plant procedures.
Because the proposed new guidance reflects a relaxation of existing staff-positions, and because licensee action to change their FSAR and QAP regarding procedure review would be strictly voluntary, NRR requested a waiver of CRGR review of the proposed new guidance.
J. Conran, CRGR staff, discussed the proposed new guidance in detail with A. Mendiola and R. Moist of the NRR staff; this involved careful comparison of the wording of the proposed new guidance with applicable existing requirements and guidance, to assure that the new staff positions did not inadvertently reflect any increases in requirements or approved staff positions. As a result of the discussions, minor changes were agreed-to in the wording of the first sentence of the proposed guidance (to reflect more closely the exact wording of an applicable industry standard); and the word "shall" was replaced with "should" in four locations, as indicated in the enclosure.
With these changes, I agree that CRGR review of the new guidance'is not required.
