SUBJECT: NOTICE OF VIOLATION
(NRC INSPECTION REPORT NOS. 50338/92-30AND50-339/92-30)-

This refers to the inspection conducted by A. Tillman of this office on
November 30 - December 4,1992. The inspection included a review of
'
activities authorized for your North Anna facility. At the conclusion of the
inspection, the findings were discussed with those members of your staff
identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within
!
these treas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of.
activities in progress.

Based on the results of this inspection, certain of your activities appeared
to be in violation of NRC requirements, as specified in the' enclosed Notice of
'
Violation (Notice). The violation is of concern-because it indicates a lack-

information.

SUMMARY
Scope:
This routine, announced inspection was conducted in the area of Physical
Security Program for Power Reactors, specifically; Management Support and
Security Program Plans; Protected and Vital Area Barriers, Detection, and
Assessment Aids; Protected and Vital Area Access Control of Personnel,
Packages, and Vehicles; Alarm Stations and Communications; Power Supply; and
Security Training and Qualification.
In addition, the status of the
licensee's major upgrade of the security program and the circumstances of
licensee identified and reported events relating to the protection of
safeguards information were reviewed.
Results:
In the areas inspected, one violation of regulatory requirements relating to
the failure to provide adequate protection for safeguards information,
identified and reported by the licensee was confirmed.
in addition, an event
relating to the failure to properly control safeguards information input into
a computer system, identified and reported by the licensee, was confirmed, but
not cited as a violation of regulatory requirements, because the criteria in
Section Vll.B. of the NRC Enforcement Policy were satisfied,
