  • 1 Your letter of January 11, 1965 correcty notes that the first written report concernin6 broken reactor vessel tharrmal shield holddown studs at the Big Rock Point Nuclear Plant was ccm- '

tained in our November 27, 1964 semiannual report of operations.

When the condition vs.s discovered, the reactor had been in a shutdown state for alssost four weeks and all of the fuel had been transferred to the spent fuel pool. This being the case it was believed ths.t no " indication or occurrence of a possible un-safe condition relating to the operation of the facility" existed, and that an inesediate written report under Paragraph 3.d.(1) of our license was therefore unnecessary.

Your inspector was in the plant the day following ,

the discovery and was urured by our superintendent that the plant would not be stssrted q) before the necessary repswirs had been per-formed. The AEC regulatory staff and the ACKS have been fully in-formed of the difficulty and the steps being taken to correct it.

This correction is now well s.long toward completica.

Please be assured that our respcasible supervisory personnel understand that a written report must be filed promptly whenever it has been determined that a possible umaste osaditica relating to the operatice of the facility exists, whether or mot the condition has been fully evaluated.
