General Atomics ATTN: Mr. R. N. Rademacher Vice President, Human Resources P. O. Box 85608 San Diego, CA 92186-9784

Dear Mr. Rademacher:

SUBJECT:

INSPECTION NO. 70-734/92-202 The Nuclear Regulatory Commission (NRC) conducted a routine inspection of your facility's material control and accounting safeguards program on December 1-4, 1992. The scope and results of the inspection are summarized in Enclosure 1,

" Inspection Report Summary." Areas examined during the inspection are described in Enclosure 2, " Inspection Report Details."

The inspection consisted of selectiva examinations of procedures and

' representative records, interviews with personnel, and observation of activities in progress. At the conclusion of the inspection, the findings were discussed with you and members of your staff.

The inspection findings indicate that certain activities appeared to violate NRC requirements. Although the failure to meet these requirements has not significantly decreased the effectiveness of the safeguards program, it does reflect weaknesses in the measurement systems. The violations (one cited violation and one non-cited violation), references to pertinent requirerrants, and details to be addressed in your response are described in Enclosures 3 and 4 to this report.

Under the provisions of Section 2.790(d), reports containing information related to a licensee's material control and accounting program are exempt from public disclosure. Accordingly, the Inspection Report Details (Enclosure 2), the Notice of Violation (Enclosure 3), and the Non-cited Violation (Enclosure 4) will agt be placed in the Public Document Room.

l The responses directed by this letter and its enclosures are not subject to l the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, P. L. No.96-511.
