BIMONTHLY REPORT ON ENVIRONMENTAL QUALIFICATION OF ELECTRICAL EQUIPMENT FOR THE PERIOD ENDING AUGUST 1,1980.

Purpose:

To inform the Commissioners of the progress of the staff's review of IEB 79-01B responses and to provide the status of efforts related to the staff's rev1ew of the environmental qualification of safety-related electrical equipment.

Discussion: The Commission Memorandum and Order (CLI-80-21) dated May 23, 1980, requested that the staff provide bimonthly reports on the progress of IEB 79-01B response reviews. In response to this request, the staff has prepared this report to the Comi ssioners.

Equipment qualification reviews are being performed for three groups of plants, i.e. , near term operating license (NTOL) plants, systematic evaluation program (SEP) plants, and all remaining operating reactors (OR's). The OR's are being reviewed jointly by IE and the Equipment Qualification Branch (EQB) of NRR. The SEP plants are being reviewed by the EQB with technical assistance from the Franklin Research Center (FRC). NTOL plant reviews are being performed by the EQB. Several meetings have been bcid between NRR, IE, and FRC in order to coordinate the reviews. The last such meetings were held August 12 and 13.

l The status and a brief background for each of the three review efforts and related NRR activities and licensing actions is given below.

I. Operating Plants - The NRC issued IEB 79-013 dated January 14, 1980, requesting all utilities with operating plants to submit summaries of environmental qualification documents. for all 1 Class IE equipment required to. function under postul5ted accident conditions, i.e. , in " harsh" environments. Submittals have been received from the 52 OR's in response to the 90-day requirement -

of the bulletin. Each of these responses continues to require further contact from the staff in the form of meetings, telephone calls, and letters to obtain sufficient additional data to perform the review and evaluation necessary. IE is performing the

- review of these responses and making site visits to examine installed equipment for selected systems, with assistance from EQB as requested, and will provide a technical evaluation report (TER) to EQB for each plant. EQB will use these TER's as input to the SER's scheduled to be issued by' February 1, 1981. Each plant is being reviewed against the criteria specified s in the 00R Guidelines and, if necessary, NUREG-0588.

Technical assistance from FRC is also being utilized in the bulletin response review effort. FRC is assisting NRC in the establishment of an equipment qualification data bank (EQDB) that will be used by IE and NRR during the review of mthe licensee submittals and the preparation of SER's. All the.information submitted in response to the bulletin and data from the referenced test reports will be stored in the data base.

Enclosures 1 and 1A summarize the current status of the licensee responses and IE actions. Enclosure 2 provic'es information on licensee event repcrts on unqualified equipment which have been identified to date. In each case where unqualified equipment was formally identified at an operating plant, that licensee has committed to replace the equipment in question with equipment known to be qualified for service in a " harsh" environment and has provided both a schedule for replacing ,

the equipment and a justification for continued operation.

To date, there have been eleven licensee event reports (LER) involving nine plants with equipment that licensees believe may not be qualified for service in a " harsh" environment.

II. SEP Plants - By letters dated in March, 1980, all SEP ,

plants, and Indian Point 2 and 3 and Zion 1 and 2, were formally l notified that the review of environmental qualification for safety-related equipment would be conducted. Information l l

1 requested included identification of electrical equipment required to perform safety functions while subjected to design basis _ accident environments,. definitions of environmental service conditions at equipment locations, and the status of environmental qualification documentation. In response to these requests, the licensees provided information to the NRC during the period May/ July,1980. This information is not considered complete by the staff and further contact with licensees is necessary to obtain additional date, The review of SEP plants is for equipment that are subject to " harsh" environments. The staff reviews submitted infor-mation and selected documents, and intends to review in detail one item from similar grocos of equipment, e.g. , one motor operator from a group with the same model number. Site visits are also made by EQB and FRC representatives, contracted tc assist in the equipment environmental review for SEP plants.

The site visits inspect safety-related systens and components, identify and tabulate these components, and examine equipment in-situ. Results of these visits together with the TER's provided by FRC, will be used as input to the SER's that will be prepared by EQB.

Enclosure 3 summarizes the current status of the SEP review effort.

III. NT0L's - The staff requested by letters dated February, 1980, that the NT0L applicants review the environmental quali-fication of safety related equipment and provide an environmental qualification submittal in response to NUREG-0588. This submittal provides the results of the applicant's revics together with appropriate cc rective action, where needed. From this sub-mittal the staff selects certain items for audit and for the selected items review all of the associated test data and documents. Site visits are made by IE to inspect installed equipment. Ber.91 on these reviews, the staff arrive at a conclusion regarding the environmental qualification program for the station. The ongoing review is limited to electrical equipment exposed to " harsh" environment created by certain accidents.

received in response to NUREG 0588, these being for the North Anna Unit 2 and the Sequoyah Nuclear Stations. Neither of the  !

submittals are complete since the licensees do not have all the l test reports in their possession. The staff has completed its j initial audit of test data and/or documents with regard to harsh I environments for North Anna Unit 2 and Sequoyah Unit I with l satisfactory results. The staff expects to receive additional '

environmental qualification submittals during the next two months in accordance with the schedule given in enclosure 4.

IV. Other NRR Activities and Licensing Actions - During the week of July 14, 1980, an NRC staff team conducted seminars for all licensees, vendors, architect engineers, and intet ested members of the public. The purpose of these meetings was to:

(1) Provide a more detailed technical explanation of th.e new NRC requirements as a result of the Corm 11ssion's Memorandum and Order; (2) Provide a forum for the discussion of the requirement , (3) Provide a description of the NRC approach, schedule, and administrative procedures to be followed in implementing these requirements. The meetings were held in Philadelphia, Chicago, Atlanta, and Dallas.

Approximately 250 representatives attended the meetings.

Licensees have indicated that the priority and scope of this issue is better understood. The staff considers the effort to be quite successful in establishing an understanding of the new requirements. Some specific questions raised during the seminars, relative to the Memorandum and Order and related technical items, require clarification by the staff. Answers to these questions are in preparation.

The staff submitted the proposed technical specification, which codifies the documentation requirements for electrical equipment qualification, to the Commission August 6,1980. The technical specification will require the establishment ar,d maintenance of a central file by December 1,1980, that will contain all the information necessary to ::onfirm complete compliance with the applicable requirements for safety-related electrical equipment by June 30, 1982. In addition, the staff is preparing orders to all operating plants that will require the information necessary to support the Febru: 3 ,1981, Safety Evaluation Reports (SER) to be submitted at later than November 1,1980.

As directed by the Commission's Memorandum and Order, NRR and SD staff are currently workirig together to establish a  !

rulemaking procedure on environmental qualification of '

electrical equipment.

During June,1980, the staff met with representatives of NSSS vendors, utilities, and electrical component vendors to gain insight into both the problems of proprietary qualification data and the establishment of an industry run equipment clearinghouse. These issues and the staff findings concern-ing then, are discussed in an August 6,1980, information paper to the commissioners that was prepared by the Equipment Qualification Branch.

V. Potential Problem Areas Requiring Further Attention The staff has currently identified the following concern.

1. Additional Informatio,1 ilequired of Licensees:

The orders to each licensee will specify a final sub-mittal date'of November 1,1980 or will identify existing commitments for earlier submittal of information as bind-ing. If the majority of licensees delay submittion' of data until November, it will be very difficult for the staff to review it all and prepare SER's by the February 1, 1981, date.
