Enclosed are the following:

An application for amendment to the above licenses to allow use of alternate source range monitors as long as the required control room and containment indications are available.

2.

Documents designated Attachment A-1, A-2, B,

C-1 and C-2 which set

forth, respectively, the change in the technical specifications, the safety analysis (including the no significant hazards evaluation),

and the typed replacement technical specification pages.

Please note that this application contains technical specification pages B

3/4 9-1 for each unit and pages B 3/4 9-2, B

3/4 9-3 and B

3/4 9-4 for Unit 2, all of which were previously submitted in Change Request 203/69 dated November 2, 1992.

Following approval of these changes, please coordinate-the subsequent issuance of the amendment with Mr. Steve Sovick of the Duquesne Light Nuclear Safety Department to assure the correct information is issued.

This change has been reviewed by the Onsite Safety Committee and Offsite Review Committee and was determined to be safe based on the attached safety analysis.
