SUBJECT:

SHIPMENTS OF IRRADIATED FUEL Reference is made to my memorandum of recember 14, 1979, concerning the shipments fron Ft. Saint Vrain, which pointed out that IE had been committed to inspect 100% of irradiated fuel shipments at the noint of origin or destination and 10% enroute.

Since then, several factors have dictated modification of that inspection requi remer.t.

The nutber of irradiated fuel shipments have been greater than

nticipated, resulting in an excessi.e rount of inspector resources being cxpended in thi: area, at the expense of other more critical areas.

In addition, the e> vilen*. compliance reto'd o' the licensees involved indicate that this Icvel of effort is r.o longer required. Consequently, the irradiated fuel inspection pecgran is nodified as 'ollows:

Shipments frum donestic pcwer reactors will be inspected at the i

point of origin by the resident inspector when such inspection

} gen,f og Rs.i l does not adverseiy impact on inspection of operational activities.

Experience has indicated that the resident inspector can perform a significant portion of such inspections at the point of origin.

No enroute inspections are planned.

Irradiated fuel imports will be inspected only when these efforts c.

coincide with other inspection activities.

As previously stated in the reference, cn multiple shipments under the same license, only one inspection report will be necessary at the conclusion of all shipnents.
