SUBJECT: REQUALIFICATION PROGRAh! EVALUATION REPORT NO. 50-423/

92-25 (OL-RQ)

From November 16 - 19, 1992, the NRC administered requalification examinations to four

employees of your company who operate the Millstone Unit 3 Plant. These examinations,

coupled with those administered from December 2 - 6,1991, in which eight operators were

examined, result in a total of twelve operators examined by the NRC All twelve operators

passed the written, walk-through, and simulator portions of the examination based on NRC's

grading of the examination. As a result of these evaluations, your requalification program

has been assigned an overall program rating of satisfactory in accordance with the criteria of

NUREG-1021, ES-601.

The evaluation was conducted in accordance with proposed Revision 7 to NUREG-1021,

Operator Licensing Examiner Standards, ES-601, " Administration of NRC Requalification

Program Evaluations." The evaluation had two purposes, evaluating the effectiveness of the

licensed operator requalification training program at maintaining the competency of licensed

operators, and examining the individual operators to d_etermine if they would satisfy the

regulatory requirement of passing an NRC administered examination prior to license renewal.

At the conclusion of the examination, the results of the examination and any generic findings

were discussed with hir. Black, hir. Clement and other members of your staff.

In addition to the examinations and subsequent training program evaluation, the NRC

performed an inspection of the hiillstone Unit 3 requalification training program. The

purpose of this inspection was to determine whether or not there existed any training

deficiencies indicative of those identified after the previously conducted hiillstone Unit I

unsatisfactory program evaluation. No significant similarities were identified; however,

minor concerns were noted, all of which were discussed in detail with hir Stotts, hip-3

training supervisor. These concerns were also briefly discussed during the exit meeting of

November 19, 1992, with members of your staff, as noted above.
