Dear Mr. Hickey:
in response to Reference 1, General Atomics (GA) hereby submits the enclosed change pages to its Radiological Contingency Plan (RCP) as submitted in Reference 2. The changes reflect refinements to GA's Emergency Response Training program which includes a general clarification of the entire training prc, gram, and the specific addition of retraining requirements for all Emergency Response Team members. The enclosed revised pages i
numbered 101 through 10 4, with the footer note " Revised 21 December 1992",
constitutes e complete replacement of Section 10 of the RCP Revisions are denoted by a vertical line in the right hand margin. - GA requests that you remove the current Section 10 of the RCP and replace it with the enclosed revised Section 10. Additionally, a new Page -

MA1HTENANCE OF RADIOLOGICAL CONTINGENCY PREPAREDNESS CAPABILITY 10.1.
WRITTEN PROCEDURES Emergency procedures detailing the actions to be taken'to implement this emergency plan will be prepared for, and by responsible personnel of, each facility covered by this plan.
These implementing procedures will be available to all members of the emergency organization.
10.2.
TRAINING Operatina personnel.
All individuals at GA who routinely work with radioactive material without direct supervision of a trained individual are required to attend a Radiological Safety class and pass an examination at the end of the class.
GA Emeraency Oraanization.
Personnel in the emergency response crganization receive on-the-job and/or additional spe-l

cialized periodic training particular to their discipline and responsibility.
1 The Emergency Response and Recovery Directors'(ERRDs) are responsible for determining who within their organization /facil-ity will be trained as emergency responders.
The ERRDs are also responsible for determining the subjects in which their emergency f
response team members should be trained _(such'as basic.first aid,1 cardiopulmonary resuscitation,. building familiarization, basic.
fire supression, and the use of self-contained breathing appara-tus).
Known hazards in the work place will,.to a large measure, dictate the training needs.

The ERRDs will communicate their requests for training, in writing, to the Supervisor of Emergency Services.
The Supervisor of Emergency Services, or his designee, will review the request for appropriateness.
Any differences will be resolved by the Emergency Coordinator.
The Supervisor of Emergency Services, or his designee, will coordinate the conducting of the training and maintain training records.
l Training and retraining of Emergency Response Team members are conducted on an annual basis with no interval between ses-sions exceeding 15 months.
The Emergency coordinator conducts training sessions for ERRDs and their alternates on an annual basis with no interval between training sessions exceeding 15 months.-
This training focuses on the ERRD's responsibilities in implementing GA's Radiological Contingency Plan.
Non-GA sunport personnel.
Off-site support organizations or personnel are periodically briefed on site activities.
GA Tenants.-
GA tenants occupying areas subject to evacua-tion upon sounding of a criticality alarm will be appropriately trained on how to respond to such an alarm.
Personnel who have not been trained will be accompanied by a trained individual while visiting such areas.
10.3.
TESTS AND DRILLS i
criticality evacuation drills are conducted semiannually at each facility that uses special nuclear raterial in quantities sufficient to require a criticality warning alarm system.

j Approximately once each year, senior members of participat-ing off-site response organizations are invited to GA for famil-iarization visits and a program / facility update.
This activity is scheduled by the Emergency Coordinator.
Selected aspects of this contingency plan will be exercised annually, either as a result of responding to actual emergencies or by means of specif-ically designed scenarios.
Exercises will, when appropriate, include preparation for transporting, notification of medical I
facility, delivery, and contamination controls.

REVIEWI!1G AllD UPDATI!1G - OF THE PLAll A!1D PROCEDURES The Emergency Coordinator is responsible for an annual review of the Radiological Contingency Plan.
The ERRD's are responsible for an annual review of their facility's implementing procedures.
If updating is required, the usual method will be to publish
. revision pages for distribution to all holders of the Radio-logical Contingency Plan.and/or implementing procedures.
