It is' our understanding tha: the viewing gallery is to

serve a particular function during emergency situations.

Its function will increase as a result of TMI Lessons Learned. :;owhere are these two considerations taken into consideration.

Section 4.5 Once again it is a case of assuming the most ootimum condi-tions.

Section 4.6 Except for Plate 8 thic section assumes the most favorabic conditions.

An example is under section 4.7 1 where licensee addressed the unlikely event of ourside louver being impaired by and' earthquake etc.

We cannot help wondering why such an evaluation was no: done for the installation of the plates.

'Section 4.13 The final paragraph of this section is nothing more than double talk.

At one point it says the safety related equipment will remain qualified but goes on to say that the conclusions just drawn are contin 6enet upon "the completion of the review... "

Inadequecies in protecting safety related equipment are mentioned in interrogatory C12-4.

le would repeat that in the majority of cases only the most favorable conditions were considered.

As for the listing of all safety related equipmen; we are still in the process of cross-checking the SER with responses to the other inter-'

4 rogatories.

In this matter it would be useful to have a list of all the safety-related equipment -- basic information not availcble to this party.
