This refers to your application dated April 30, 1985, requesting renewal of Certificate of Compliance No. 9096 for the !!odel No. Cils21-300 packaging. In connection with our review, we need the information identified in the enclosure to this letter.

It is noted that the pages of the consolidated application have not been nunbered. This should be rectified to preclude difficulties in complying with document control system requirements.

The infomation requested should be submitted within 60 days from the date of this letter. The additional infomation requested by this letter should be submitted in the fom of a revised consolidated application.

If you have any questions regarding this matter, we would be pleased to meet with you and your staff.

Your subnittal of April 30, 1985, transmitting your consolidated application for renewal is considered to satisfy the condition for timely renewal.

Accordingly, certificate of Compliance No. 9096, Rev. 8, will not expire until a final detemination has been nade by the Comission.

1. The operating procedures should include a discussion on the use of the auxiliary shield and load distribution pallet similar to that provided in the June 23, 1983 supplenent.

2. The operational steps requiring a cask survey should be expanded to specify a radiation survey including a determination of surfcce

' contamination to assure compliance with 10 CFR 6571.47 and 77.37.

3. Step 8 under 7.2 Loading Procedures for Liners requires the use of aligne.ent marks to correctly position the secondary lid onto the primary lid. The packaging drawing should be revised to show the required alignment marks. It is noted that Section 8.0, Tests and Paintenance, also discusses lid alignment marks.

4. Procedures for receiving and unloading the package should include a statement regarding compliance with the requirements of 10 CFR 620.205.

Acceotance Tests f

The consolidated application should provide the following infornation if additional units of the CNS 21-300 packaging are to be fabricated:

The application should contain a section on acceptance tests which discusses the tests and inspections that will be performed prior to first use of the packaging (10 CFR 571.85). State the criteria for acceptance for each test and inspection as well as the action to be taken if noncompliance is encountered. The tests and inspections should include but are not limited to the following areas.

o Specify the nothod of nondestructive examination and the acceptance criteria that will be used to determine weld joint integrity. This information should also appear on the packaging drawings.

o Shielding integrity test: Give a brief description of the nethod including specifically the grid size and the acceptance criteria.

o Discuss the method to be used to determine that the closure lid and gasket arrangement will satisfy the requirements of 10 CFR Part 71.
