Davis to Cordell Reed letter dated November 25,1992, transmitting Braldycood Station's initial SALP 11 Report The referenced letter transmitted the Initial SALP 11 Report for Braidwood Staticn that summarized the station's performance for the period of May 1,1991, through September 30,1992. Commonwealth Edison Company (CECO) would like to thank you for meeting with us and presenting the SALP 11 Report on December 18, 1992, as well as affording us the opportunity to provide our views on the SALP results. This letter provides CECO s comments to the report as discussed during the meeting.
CECO is pleased that the Maintenance / Surveillance and Security functional areas were again rated as Category 1. We acknowledge and appreciate the NRC's recognition of improving performance in the Plant Operations, Safety Assessment /Ouality Verification, and Engineering and Technical Support functional areas. CECO remains committed to improving management effectiveness and will continue to build upon the progress achieved.
CECO acknowledges the challenge noted in the area of Safety Assessment / Quality Verification regarding interdepartmental teamwork. Management is dedicated to promoting continuous improvement in the !evel of cooperation and teamwork in all activities. An indication of improved teamwork was evident in the recent Braidwood Unit 1 third refueling outage which was safely completed ahead of schedule and under budget.
In the area of Engineering and Technical Support, CECO is encouraged by the NRC's recognition that improvements in the areas of engineering involvement in day-to-day operations, monitoring of equi 3 ment aerformance and maintenance activities are being made. CECO has adc ressec the generic issue of oversight of the motor operated valve (MOV) program by forming an MOV Project Team. This team will ensure that commitments and technical issues in their area are resolved in a timely and effective manner, and that lessons learned a+ one site continue to be transmitted to other CECO sites.

in the Radiological Controls functional area, CECO recognizes the importance of contamination control and its effects on plant operations and maintenance activities.
Operating and Radiation Protection personnel have been working closely to minimize the areas that operators are required to dress-out to perform routine operator rounds.
Although the amount of reportable contaminated area at Braidwood Station is comparable to other PWR s in the industry, being less than 5% of the radiologically controlled area (excluding containment), efforts continue to further reduce this number.
Additionally, a significant reduction in the number of personnel contamination events from 1991 to 1992 was observed. Management remains committed to encouraging and supporting contamination control. Efforts will continue in other areas mentioned, including timely effluent analyses, and reducing radiation monitor failures and downtime.
As noted, the Emergency Preparedness functional area performance declined during this period and was rated a Category 2. The corrective actions taken in response to the concerns identified included ensuring that the required training fu.ictions were accomplished. These actions will enable us to again achieve excellent performance in this area.
CECO appreciates the efforts of the Commission in preparing and pr6senting the SALP Report. We view the ratings as an affirmation of Commomwealth Edison's commitment to excellence. We also appreciate the opportunity afforded us to provide our views on the SALP Report. We find the SALP process valuable in assisting us in assessing our overall performance.
