As part of the flRC Order dated August 9,1U0, we have required all T!II-1 i

licensed personnel to receive auanented training and undergo reexamination, ij Ue have intended to administer these exaninations in accordance with the

~h tine sequence established for cold (procritical) facilities. flomally,

'or these facilities, we schedule the written exanination six weeks prior to the projected fuel loading date and the operating test two weeks prior I

to the projected fuel loading date. Accordinoly, when the TMI-1 restart 4

date was projected as June 1,19M we aareed to conduct written examinations durina the week of April 28,19m and operating tests during May.

!ij Ue have since reviewed the Tril-1 restart schedule and have detemined that

"'1 the startup date will extend well beyond June 1,1980.

In fact, fiet-Ed feels a January 1,1981 startup date is optimistic. Additionally, scne facility design chanaes have not been installed and nany emergency pro-E" cedures reauire further revision.

Lono tem Eneroency Plan requirements have also not been implemented. Therefore, conduct of the reexaminations M;

at Tl1I-1 at this time appears to be prenature. We feel that a more appropriate examination and a more effective use of nanpower would be

set of examinations should the restart of TMI-1 be delayed considerably.

He intend to notify Met-Ed of our decision to postpone the Ti1I-1 reexam-inations indefinitely, pending detemination of a fim TMI-1 restart date.

The written and oral examinations will be scheduled six and two weeks, respectively, prior to this date. We expect Met-Ed nanagement to contest

our decision, based primarily on personnel concerns. !!et-Ed has previously indicated that morale problems would develop if the exaninations were not niven in the near future. He have been lv? to believe, however, that norale would not be adversely affected.
