Docket No. 70-1257 License No. SNM 1227 Decommissioning Funding Plan Gentlemen:
In our response dated November 10,1992, to your letter dated October 20,1992, we advised you that we would provide a response to items 5 (contingency factor) and 6 (financial test requirement) of your letter by December 15.
We will revise our cost estimate to include a 25 percent contingency factor as requested in item 5 of your letter, in item 6 of your letter you denied our request to permit the use of commercial paper financial quality Iatings as evidence of Siemens Corporation's ability to repay its long term obligations.
We are, therefore, in the process of identifying an alternate method that will meet the financial assurance requirements of 10 CFR Part 70. Conclusion of this new method may take sometime.
In the meantime we will supply-you with a 1992 update of our existing Decommissioning Funding Plan (DFP) in the same manner we have for 1990 and 1991. This -
update will provide continued financial assurance during the short term before the new method is implemented.
We trust this arrangement is satisfactory.
