Dear Mr. Keppler:

! Reference (a) provided the results of an inspection conducted by Mr. Plaski at Byron Station from March 1 through April 12, 1985. During this inspection, certain weaknesses were identified in the Emergency Preparedness Program for Byron Station. Attachment A to this letter provides Commonwealth Edison's response to the Emergency. Preparedness Weaknesses appended to reference (a).

9 ATTACHNENT A EERGENCY PREPAREDESS WEAKNESS 1 The licensee needs to include in its NGET training program and in its annual emergency response training provided to those contractor personnel not required to complete NGET training, adequate information regarding the following: the method (s) of transportation to be utilized by station evacuees to predesignated offsite relocation areas and a brief description of provisions at these relocation areas to perform evacuee monitoring, decontamination, and bloassay, as necessary.

RESPONSE

An Emergency Preparedness Information Package has been written which provides guidance regarding the methods of transportation to be used by station evacuees for transit to predesignated offsite relocation areas. This package includes a brief description of the provisions available at the relocation centers for evacuee monitoring, decontami-nation, and bioassay.

The distribution of this information package to onsite Commonwealth Edison and contractor personnel began April 30, 1985 and has been completed. This included personnel who work outside the protected area, as well as those personnel who are security badged. Offsite personnel who are security badged will receive this information package the first time they request their security badge.

The Byron NGET Training Program has been modified to include annual instruction on the information contained in the Emergency Preparedness Information Package. As discussed in the response to Emergency Preparedness Weakness 2, annual instruction on this information package will be provided to contractor personnel who do not receive NGET training.

3 EERGEKY PREPARE 0ESS WEAKESS 2 The licensee needs:to develop, implement, and maintain an administrative system to ensure that all construction workers onsite, but not required to complete NGET training, receive adequate, annual instructions on their required emergency response actions.

RESPONSE

An administrative system has been implemented to ensure that annual instruction on the information contained in the Emergency

Preparedness Information Package is provided to contractor personnel who do not receive NGET training. In addition, new contractor personnel will receive the Emergency Preparedness Information Package with the New Contractor Employee Information Package which is distributed to all newly hired contractor personnel at Byron Station.
