Reference:

J. F. Quirk to Cecil 0. Thomas, " Submittal of Draft Amendment supporting Leak-Before-Break Approach",

January 31, 1984, MFN-011-84 Please be advised that GE is preparing to update and resubmit the reference January 31, 1984 draft supporting the Leak-Before-Break (LBB) approach to make it consistent with the requirements of the recently issued NUREG-1061, Volume 3. The original submittal was limited to l stainless steel piping. The first update will also be limited, to l

stainless steel piping. A separate similar submittal will be made for i qualifying carbon steel piping.

( The schedule proposed below has been developed in conjunction with an applicant for a BWR operating license, who intends to apply the LBB l approach if it is near-term cost-effective (i.e., if the schedule for technical and licensing efforts will support his near-term plant l construction schedule).

1. GE resubmit for stainless steel piping 4/26/85
2. GE submit for carbon steel piping 6/18/85
3. NRC Safety Evaluation Report 9/1/85 l

The stainless steel and carbon steel submittals will be comprised of two parts: (1) methodology suitable for all BWR and containment types; and (2) application of the methodology to the GESSAR II design. .The methodology portions will be written suitable for reference by BWR owners or applicants who choose to apply the LBB approach.
