Dear Mr. Keppler:

The following information is provided to supplement and clarify our response to 1.E. Bulletin 83-07 and Supplement I and 2 describing apparently fradulent products sold by Ray Miller, Inc. Previous letters dated March 15, 1984 (PY-CEI/01E-0006 L) and January 15, 1985 (PY-CEI/01E-0024 L), informed the NRC of investigative efforts to determine whether any Ray Miller, Inc. products had been received at Perry Nuclear Power Plant (PNPP) for use in safety-related applications. As a result, it was reported that PNPP did not receive any fraudulent products from Ray Miller Inc. for use in safety-related applications. Ilowever, a single non-safety application of Ray Miller products was noted in both letters. This application involved the " potential" use of Ray Miller material in the strainer assemblies. This previously identified non-safety application applied to the Emergency Service Water and Emergency Service Water Screen Wash Strainers. Initial evaluation of the backwash assembly of the R. P. Adams Strainers determined that the strainers were classified as "Non-Active" components, so that automatic operation was not required since the strainers could be manually backwashed, if necessary. The operation of the backwash assembly was therefore considered non-safety related. Subsequent communication with Gilbert / Commonwealth Inc., our Architect / Engineer, has shown that the backwash function, although a manual operation, is still a safety-related function. 8506140395 050607 PDR ADOCK 05000440 M 101985 q ll 0 PDR .h i 0
