RESPONSES TO PUBLIC COMMENTS ON THE DRAFT GEIS The purpose of this memorandum.is to detail procedures, policies, responsibilities, and schedule completion dates for the production of Appendix A, " Responses to Public Comments", of the Final GEIS.
I I.
Basic Procedures We have received approximately 2000 total pages of public comment materials on the Draft GEIS.
In order to cope with these voluminous materials efficiently, effectively, and conscientiously a proceduralized system has been implemented for the production of Appendix A.
In general terms, we will be responding to summarized comments rather than reproducing all comment materials and responding on a line-by-line basis.
The procedure we are using is composed of a number of discrete steps which are described as follows:
Step 1:
Comment Identification:

Each commenter has been assigned an identification number; the complete numbered list of all commenters is attached as Enclosure A.
Numbers 1-99 represent written comments, and numbers 100-147 represent public hearing speakers as recorded in the transcripts.
No. 25 was erroneously assigned twice, which is why we have a No. 25A and a No. 25B.
No. 41 was erroneously assigned and is now vacant.
All written materials have been reviewed, and all substantive relevant comments have been marked and assigned alphabetic identifiers. A total of over 1300 such comments have been identified.
Most of these represent specific individual comments but some represent comments in bulk form on a particular topic.
Comments have been identified in bulk form (up to several pages) primarily in the areas of cost estimates, groundwater modeling/ impacts, and health risk estimators.

Step 2:
Comment Categorization (completed)
All 1300'plus identified connents have been assigned to one of the categories listed in Enclosure B.
A listing of all identified comments and assigned categories is provided in Enclosure C.
There is an " assigned category" for each comment; where a particular comment has substantial relevance to a second category, that other category may be listed as "also involved".
Step 3:
Assignment and Distribution (completed)
Responsibility for responding to comments, by category, is as indicated in Enclosure B.
For each category assigned to you, you should receive a j
pac 8 age with this memorandum which includes the following-1)
A cover page which names the category and lists all specific comments assigned to that category in Enclosure C; and j
2)
A copy of all pages bearing each comment assigned (Note:
the purpose of this is to pin-point the location of the comment; the responder may have to read much of the surrounding material to properly interpret the intended meaning and scope of the canment as marked).
For reference purposes, master copies of all comment materials (except transcripts) have been paginated as follows:
commenter number - page number, at the tope of each (e.g., 50-13,50-14,...).
Step 4:
Synthesization All comments received falling into each category should be reviewed thoroughly to identify the full scope of the concerns raised. These i
should then be restated in a set of " boiled-down" independent re-written comments which are not repetitive, but reflect the whole of the commenters' For example, it should be possible to restate many comments concerns.

In other cases this may be much more difficult or even impossible.
Keep in mind that the object is to avoid repetition while still being fully responsive to all substantive and relevant comments.

Step 5:
Preparation of Responses Once the bulk comments have been reduced to a summarized list of independent concerns the responder must decide whether to respond by amending the document.
For those canments not responded to by way of text change, the comnent response should be prepared for incorporation into Appendix A.
Those comments requiring response via text change will also be entered into Appendix A along with a response indicating the changes made.
These comments should be addressed first.
This will force you to consider the amount or work needed in text amendment and will' allow others an early warning as to what changes will be made. This is absolutely,
necessary if we are to succeed in meeting our schedule commitments.
The 6nd product, for each category is to be.a tabulation of synthesized independent comments, along with appropriate responses. All'commenters making the synthesized connent should be identified by their assigned commenter number from Enclosure A.
It is a requirement that our commenters be able to identify the comments that they made, and the responses they got.
Step 6: Assembly of Appendix A When synthesized connents and responses have been prepared for all categories, Appendix A will be assembled as a whole. Appendix A will contain:
a foreward, to explain how and why we have processed comments, a list of commenters (like Enclosure A), a Table of Contents (like Enclosure B), and the sythesized comments and responses, organized by category.
It is anticipated that Appendix A will require extensive editing to eliminate residual repetition and achieve internal consistency.
II. Policies i

There is also the question of " nuance".
Our policies dictate that where comments are very similar, but different in nuance, that all concerns raised must be responded to.
In summarizing comments you may be required to exercise your judgement in this area as well.
As en overall policy, we must give' our primary attention to the central issues and cannot afford to devote much time or energy to innocuous side issues not bearing directly on important conclusions.
We also should not devote much effort in areas where it will not be productive.
If with substantial effort, we will not be significantly more responsive than with little effort, we must respond shortly and move on to other issues.
III. Responsibilities Responsibilities by comment cat'egory are as assigned in Enclosure B.
George Montet will assign ANL personnel to all categories designated to ANL.
Responsibility for the assenbly and editing of Appendix A is assigned to Kathy Hamill, NRC.
IV Schedule Commitments Lists of synthesized independent comments are to be prepared for each category, transmitted, and in my hands by March 7, 1980. They should not be mailed from ANL later than March 5,1980. They must include a list of the nature and scope of all changes anticipated to be required in all relevant portions of the Draft GEIS.*
A complete first draft of all comment responses is to be prepared, transmitted, and in my hands no later than March 21, 1980.
Legible markups are definitely adequate. These will be reviewed and transmitted (with suggested' changes) back to the authors no later than March 28, 1980.
A clean second draft, incorporating suggested changes is to be received by me no later than April 25, 1980.
Appendix A, as a whole, is to be available in clean ready-for-management-review form by May 30, 1980, having been assembled and reviewed, by ANL and project managenent, and revised by that date.
