Emergency Plan and the cover letter outlining the changes in this revision from the one submitted to your office in September 1985. As you learned during our tolophone conference, Dr. Marshall Parrott has been. retained o
' Reactor Health Physicist. While part time for routine Instruction'n contract as the,,
and auditing, the contract includes emergency response. As internal help, a student operator has been appointed Reachor Health Physics Assistant with the duties of routine survolliances and assisting the Reactor Health Physicist as required. This is a l
ped position (hourly), and is currently hold by a very responsible person.
Discussions with Mr. Pate at the recont conference on operator licensing havo resulted in the following proposal for reactivation of operator licenses when operations resumo: Operators who havo been fulfilling their duties dunng the suspension by taking pad,in the routino surveillances and maintenance of the facility, and who are current in their roqualification program will be considered to be activo operators. All other operators will undergo accelerated i
retraining by' operating under the ooservation of the Director, Supervisor or I~
already active Senior Operators to assure that they are capable of operating the y
controls in a safe and competent manner. There will also be training in the new R
Emergency Plan and implementation procedures.
The rewriting of the RRF Technical Specifications to comply with ANSI
