Enclosed is the report of the December 1-3,1992 inspection, by Mr. L, Eckert and others, of
'
James A. FitzPatrick Nuclear Power Plant (JAFNPP) emergency preparedness (EP) and of the
!
partial-participation, annual EP exercise. At the inspection exit meeting, discussions of our
findings were held by Mr. Eckert with you and other members of your staff.
The areas examined during this inspection are described in the enclosed report. Within these
areas, the inspection consisted of inspector observations, interviews with personnel, and
,
examination of procedures and records.
The inspection conclusion was that exercise performance demonstrated the ability to protect
,
!
public health and safety. . Although no exercise strengths were identified, the JAFNPP
!
Emergency Plan was well implemented. Additionally, scenario information was excellently
'
- presented. However, slow dispatch of the initial and highest priority on-site assessment team
was identified as an exercise weakness,
