SERVICE WATER SYSTEM OPERATIONAL PERFORMANCE INSPECTIONS A number of problems have recently been identified with service water systems, therefore, the NRC has designated these systems as the next generic area of emphasis and will perform an in-depth team inspection at most power reactor facilities.

The inspections will-be conducted in accordance with new guidance and will be referred to as service water system operational performance inspections (SWSOPIs).

It will be our intention to complete the inspection process at all involved facilities within the next 3 years.

The inspections will evaluate the capability of the service water system to fulfill its thermal and hydraulic performance requirements. The inspections will include evaluations of the system design, its operation, maintenance, and surveillance, and its past performance indicators. The NRC:has conducted-pilot inspections at a number of facilities, including the-South Texas _ Project in Region IV. These pilot inspections established.the inspection criteria that will be utilized in -the performance of future inspections.

In order to accomplish the planned inspections, Region IV will form five-person inspection teams. The teams will= be composed of Region IV personnel and a mechanical design engineering consultant. The inspections. will include a 4-day preparatory site visit and 2 weeks of onsite. inspection. Each of the onsite trips will be separated by a one week review of the; gathered documentation.

It will be our intent to have the normal authorized access for the.NRC inspectors and escorted access, as necessary, for the consultant.

i' will then confirm that schedule several weeks prior tofthe start of the inspection and will request that specific information be made available upon the team's arrival at the site.-
