Dear Mr. Vollmer,

Thank you for your letter of December 20 concerning the Dresden decomissioning and the petition for a public hearing by the Illinoit Safe Energy Alliance.

Your letter seems to confirm, by implication, that the NRC has determined that the permanent disposal of decontamination wastes re-quires disposal at " dry" sites such as Beatty or Hanford, and solidi-fication . While it appears that there may be some quality control problems with the solidification process and corrosion of cannisters, the basic question which I believe needs to be addressed is the ade-

quacy of Commonwealth Edison's " concessions". I believe that what we have here is a rather straightforward generic problem of how de-contamination wastes are to be disposed. The fact that the licensee has agreed to ship to a " dry" site does not air the problem.

I suggest to you, again, that the NRC should provide for a public hearing on the wastes generated from this decontamination. Quite frankly, you will get to this point in the Three Mile Island clean-up anyway and developing a record and examination of the general issue at this stage seems like a good idea.
