Dear Mr. Feigenbaum:
SUlijECT:
Dl!CliMilER 3,1992, MilliTING TO DISCUSS RlilNSTATEMENT OF OPERATOR LICENSES This letter documents the results of a meeting requested by your staff to discuss the planned
<l completed corrective actions regarding Seabrook auxiliary operators (AOs) who had been nd to have unacceptable performance. The meeting took place at the Region I of0cc on
- ember 3,1992, and involved liruce Drawbridge and Terry liarpster of your company and Cnaries Hehl, myself, and our staffs from Region 1.
l Mr. Drawbridge su a 'arized the evaluation of improper auxiliary operator performance, as begun by a Seabrots shift supervisor on March 1,1992, and pursued extensively by Seabrook management. The Seabrook evaluation found that there had been instances in which AOs had documented visual checks which had not actually been performed. This evaluation resulted in disciplin,.ty action directed by Mr. Drawbridge, including separation of four people from your company and suspension without pay for two weeks for nine people, in addition, of the nine people suspended, three held reactor operator licenses, which your company requested be terminated.
Mr. Drawbridge provided a general description of the remediation process pursued with the nine suspended AOs, which has included management emphasis on professionalism, training _
regarding technical specifications, peer and supervisory evaluation of job performance, revision of continuing training to better address job specific functions, and discussions of teamwork within the different operating shifts. Ilased on satisfactory completion of the remediation and subsequent evalu'tions, the nine AOs returned to unrestricted duty on operating shifts in July.
