DOCKET NO. 50-483 CALLAWAY PLANT UNIT 1 FACILITY OPERATING LICENSE NPF-30 ANNUAL REPORT OF FIRE PROTECTION PROGRAM CHANGES Pursuant to Section 2.C.5 (e) of the Callaway Plant Facility Operating License, NPF-30, Union Electric Company furnishes herewith three copies of the annual summary of changes made to the Callaway Plant Fire Protection Program.

Incorporated into this report are changes implemented from June 11, 1984 to April 30, 1985.

These program modifications do not in any way decrease the level of fire protection at Callaway.

ANNUAL REPORT CHANGES TO THE APPROVED FIRE PROTECTION PROGRAM UNION ELECTRIC-CALLAWAY PLANT FACILITY OPERATING LICENSE NO. NPF-30 Listed below in the form of Callaway Modification Packages (CMP) are all changes made to the approved Fire Protection Program at Union Electric's Callaway Plant from June 11, 1984 to April 30, 1985.

The approved Fire Protection Program is described in Sections 9.5.1, 9.5.2,

& 9.5.3'of the FSAR.

This report is being issued pursuant to Section 2.C.5.e of the Callaway Facility Operating License No. NPF 30.

Description:==

Addition of a bullet proof, 3-hour fire rated door at entrance to Control Room.

The existing missile door will stay in place with the new door installed in tandem.

Supporting Information:

Because the new door is 3-hour fire rated and because the existing 3-hour missile door will not be removed, the margin of fire safety will not be decreased by this modification.

The new door is being added due to the high level of traffic in and out of the Control Room.

The existing missile door was not designed for such high traffic use.

The new, lighter door will enable the missile door to be normally left open.

During a Tornado Alert, the missile door will be closed.

This modification was discussed with the NRC Resident Inspector prior to implementation.

Description:==

Addition of Equipment Operator's (EO) Office in Room 1405, Auxiliary Building, to provide space for the EO to work when assigned to the Radiological Controlled Area (RCA).

Supporting Information:

The office is constructed of non-combustible materials with flame-spread ratings of 25 or less.

The approximately 10' x 10' office is equipped with an ionization detector in addition to the ionization detectors provided in Room 1405.

Contents consist of a metal desk, chairs and negligible amounts of miscellaneous Class A materials associated with ordinary office occupancies.

This modification does not adversely impact the Plant's Fire Protection Program.

Description:==

Modification of the control circuit for the Control Room Cable Trench and Electrical Chase Halon System to:

1) discharge of the first halon cylinder following an initial preset time delay of 0 to 30 seconds.

2) discharge of the second halon cylinder following a preset time delay of 3 to 3 minutes.

Two reserve halon cylinders were mounted in the area to provide a ready back-up halon supply.

Supporting Information:

This change was initiated due to difficulties encountered in maintaining 5% halon concentration for 10 minutes in the upper portions of the Electrical Chase.

The modification described above was discussed with NRC Region III and NRR staff personnel prior to implementation.

The discharge of the second halon cylinder after 3 to 3h minutes enables the system to provide greater halon concentration in the upper portions of the Chase for a longer period of time.

Two reserve halon cylinders for the system have been rack mounted in close proximity to the main cylinder bank to allow prompt cylinder replacement, in order to maintain system operability in the event of a system discharge.

The change to the fire protection system does not lower the level of fire safety, but increases the safety margin of the halon protection.

Description:==

Revised control circuitry for main and start-up transformers so that inadvertent operation of the fire suppression system does not cause shutdown of the associated transformer and subsequent unit trip.

The first zone of detection will sound alarms locally and in the Control Room.

Detection by both zones of the cross-zoned detection, along with positive indication of a de-energized transformer, trips the transformer deluge valve.

Supporting Information:

The level of fire protection is not degraded by this modification.

The main and start-up transformers still have automatic deluge protection, which can also be actuated manually.

An interlock was provided to prevent false actuations of the deluge system from tripping the transformer and the unit.

The level of fire protection remains the same, but unit reliability has been improved.

Description:==

Addition of a. Radio Antenna System to aid in intra-plant radio communications.

This addition involves placing " leaky" co-ax cable throughout the Control Building.

Supporting Information:

This change necessitated a revision to Section 9.5.2, " Communication Systems", of the FSAR, which for purposes of this report is considered part of the " Approved Fire Protection Program".

This modification in no way affects or degrades the Fire Protection Program.

Cable separation criteria have been maintained and all cable penetrations have been sealed appropriately.

The addition does not significantly increase the combustible loading in any of the areas.

This change improves communication capabilities in the Plant.
