SUBJECT:

EXAMINATION REPORT On September 17 and September 28 through October 2, 1992, the NRC administered examinations to employees who applied for licenses to operate your Point Beach Nuclear Plant (PBNP). At the conclusion of thu examination, the examination questions and preliminary findings were discussed with members of your staff identified in the enclosed report. Three concernt, were generated during the examination process.

We are concerned that a recent revision to a critical safety procedure (CSP) S.1, " Response to Nuclear Power Generation /ATWS",

could potentially delay operator response to an ATWS. This revision directed the operator, after receipt of a safety injection signal, to transition out of CSP S.1 and complete the immediate actions of emergency procedure E-O, " Reactor trip or

  • Safety Injection." The trancition could occur before the completion of actions necessary to mitigate the consequences of an ATWS. Westinghouse Owners Group (NOG), Functional Response guidelines recommend that "the immediate actions of E-0, Reactor Trip 'r Safety Injection, should be performed in parallel as man lc er and time permits." Your revision to CSP S.1 appears to be . consistent with the WOG guidelines. Your justification for thio deviation from WOG guidelines was the potential for operator confusion during the performance of parallel procedures. We request that you review your justification for deviating from WOG guidelines considering the delay imposed by the above CSP S.1 revision.

We are concerned with the potential for exam security compromise.

The training department identified that one trainer had provided training subsequent to signing the exam security agreement.

Subsequent NRC review of training material determined that no compromise took place; however, any training provided to exam candidates after signing a exam security agreement has the potential to compromise exam security. We request that you review this event and detcrmine if your current exam security measures are sufficient.

We are also concerned with the apparent lack of simulator operational knowledge exhibited _by some of-.your training staff.

The lack of simulator familiarity resulted in excessive time being spent by NRC and your staff during scenario validation and 1 exam administration. i You are requested to_ provide your response to the above conc'cns  ;

within 45 days of your receipt of this letter.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this_ letter and the enclosures will be placed in the I NRC Public Document Room.
