Your last submittal (Reference 3) was revien'd by our staff. This review identified questions which required further clarification, and these concerns were documented in Reference 4.

We received your letter dated November 4,1992 (Reference 5), transmitting the requested clariGeations to your July 30,1992, submittal. The Region I staff has reviewed the change identified in References 3 and 5 and found the changes to the Operational Quality Assuranco Plan acceptable in that the Quality Assurance Program continues to satisfy the criteria of Appendix B of 10 CFR Part 50.
If there are changes to other operative QA commitments existing in docketed correspondence outside of the QA prograrn description, you are obligated to notify this ofGce. Implementing such changes should be based on 10 CFR 50.54(a)(3). The effectiveness of your Quality Assurance Program ar.d procedure implementation will continue to be the subject of routine regional inspections.
