INTRODUCTION In July 1979, the U.S. Nuclear Regulatory Commission (NRC) requested Oak Ridge National Laboratory (ORNL) to perform a confirmatory decommissioning survey of U.S. Nuclear, Inc., a private nuclear fuel fabrication facility. Because of staff and time constraints, ORNL asked the health physics staff of Oak Ridge Associated Univesities (ORAU) to perform the survey. The survey was made in accordance with the July 16, 1979 Statement of Work (SOW) issued by the U.S. Nuclear Regulatory Commissici. (Appendix A) and instructions provided by NRC staff members: Douglas Collins, I&E, Region II, and W. T. Crow, NMSS, Project Manager. The ORAU survey team consisted of Mr. Charles Kent, Certified Health Physicist, Professional Training Programs; Mr. James Berger, Certified Health Physicist, Safety Office; Dr. Clayton Gist, Ecologist, Professional Training Programs; Mrs. Rebecca Risley, Technician, Professional Training Programs; Mr. James Chesney, Technician, safety Office; and Mr. Thomas Shirley, Technician, Safety Office. SURVEY METHODS Radiation lddel Survev: EQil L.1 d As required by the SOW, a general survey of the building (Figures 1 and 2) and grounds (Figures 3 and 4) was made with a Victoreen ionization survey meter (Model 440). This survey was not very meaningful because of the type of radioactivity to be detected, U-235. A second survey was made with a Ludlum Micro-R meter (Model 16), which has a 1 x 1 inch NaI(Tl) detector that was capable of detecting i
t,- u. microroentgen changes in radiation levels. This survey demonstrated that contamination existed in cracks and crevices in the floor, on several pieces of equipment, and in the exhaust systems. At the request of Mr. Collins, highly contaminated areas and equipment were marked so that U.S. Nuclear could proceed with appropriate decontamination. Direct Alpha, Beta-Gamma Measurements: SQH 211 a i b Direct alpha and beta-gamma measurements were made by counting each survey point for 30 seconds using portable scalers and detectors. Alpha and beta measurements are reported as dpm per 100 cm2 Gamma measurements are reported as the number of 185 kev gammas per minute above background when detected with a 2 x 2 inch NaI(Tl) detector. Alpha measurements were made with an Eberline AC-3 probe and MS-1 scaler. Beta-gamma measurements were made with an Eberline HP-210 probe and MS-2 scaler. Gamma measurements were made with an Eberline SPA-3 probe and Ludlum Model 22 scaler. Remov_ahle Radioactivity Surveys: SQW 2d g Smears were taken by wiping approximately 100 cm2 with a dry two-inch filter paper, Whatman No. 51. All smears were counted for alpha contamination in a gas flow proportional counter (window thickness 100 pg/cm2) and for beta contamination with an end window GM system with a window thickness of approximately 1.4 mg/cm2 Soil, Sediment, and Hat _cr Samples: SDH 2d a k f Water sediment and soil samples were taken at locations identified in Figures 3 and 4. Water samples were analyzed by co-precipitating uranium with ferrous hydroxide, filtering the precipitate, and counting the filter by gamma spectrometry. Sediment and soil samples were t, s, packed into 100 cm3 counting dishes and analyzed by gamma spectrometry. Paint Samples: SQH 1ml g A paint stripping solution was used to remove approximately 100 cm2 of paint from selected equipment. As far as possible, paint was removed to the bare surface. The samples were analyzed by GeLi gamma spectrometry. Special Samples: SQH 2.1 h 1 i l Special suuples included material obtained by scraping grease, tape, and other residue from the surface of floors and equipment; crack samples collected by picking fragments and dirt from cracks and holes; lint samples taken from filters, filter boxes, and duct work; insulation samples taken from ceiling; and residue collected from tanks, ovens and other equipment. SUMMARY
l During the survey, approximately 3,500 direct measurements were i made and 1,377 samples analyzed. All survey instraments were calibrated for U-235 and its daughters. The smear counters were calibrated with Ra D, E, and P. Direct and Removable Contamination Appendix B includes the results of all the measurements. Table 1 lists those survey measurements that initially exceeded the NRC guidelines.* The disposition column of Table 1 gives the action taken l

f, s. after contamination was discovered. Items were either disposed of as radioactive waste or decontaminated until resurvey results were below NRC Guidelines. Most of the contamination was found in floor cracks, holes where equipment had been anchored, and in the exhaust systems.
- Cracks, anchor holes and other floor areas were decontaminated by U.S.
Nuclear personnel by removal of the concrete. Exhaust system filters were disposed of as radioactive waste and exhaust system surfaces decontaminated. Contaminated equipment was either decontaminated or discarded as radioactive waste. The granite tables exceeded the limits because of the natural radioactivity found in granite. No action was required. A piece of U-235 alloy (15 to 30% enriched) weighing approximately 100 grams was recovered from one of the ovens in the platemaking area (Room 11) and turned over to U.S. Nuclear personnel. A small fragment of this ingot was analyzed as sample number 24, Table 3. Water, Sediment and Soil Samples Appendix C includes the results of all the measurements. Table 2 lists the results that exceeded NRC Guidelines. These areas were 1 decontaminated by removing dirt. Special Samples Appendix D includes the results of all the measurements. Table 3 lists the results that exceeded NRC Guidelines. The disposition column gives the action taken after contamination was discovered. Items were either disposed of as radioactive waste or decontaminated until i results were below NRC Guidelines. ;

1.0 Background
By application dated January 29, 1979, U.S. Nuclear, Inc. (USN) requested te'rmination of Special Nuclear flaterial License No. SNM-1315 and release of the facility for unrestricted use. In support of this request USN submitted a report sunmarizing the' radiological survey of the facility. f! MSS, subsequent to the USN application, requested I&E Region 11 to conduct a confirmatory survcy to show that the contamination levels were in fact below the NRC " Guidelines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use". Before I&E Region Il could perform this confirmatory survey, the accident at TMI happened, and since that time Till has made such severe demands on Region II health physicist personnel that they estimate it could be as late as mid-1980 before a close-out survey could be made at USN. 'USil has requested that NRC take action on their request for termination as soon as possible because they have a potential buyer for the buildings and grounds. Accordingly, we are seeking a contractor who can perform this confirmatory survey so that NRC can take appropriate and timely action with regard to USN's request. 2.0 Work Requir,ed The contractor shall furnish the necessary qualified personnel, equipment, materials and services to perform a radiological survey of the USN facilities. The survey shall be performed in accordance with the following general outline. 2.1 Survey

Direct Alpha Heasurements Direct alpha activity measurements will be made using an Eberline PRS-1 scaler and an AC-3 alpha scintillation probe. Each survey point will normally be counted for 30 seconds. Survey points will be centers of approximately 3 yard grids on floors and up walls to 9 feet in previously contaminated areas. In addition, areas on floors and walls with a high probability for contamination (holes,

, edges, corners, etc.) will be selected for survey. Survey locations on overhead surfaces (upper walls, ceilings, beams, fan louvers, etc.), roof surfaces, ventilation systems, outside storage pads, "noncontaminated" areas, and equipment will be selected based on the probability of contamination, selecting those locations most likely contaminated. b. Beta-Gamma Count Rate Measurements Beta count rates will be made using an Eberline PRS-1 with a Model HP-210 probe. Gamma count rate measuremer.ts will be made using the PRS-1 with a SPA-3 scintillation probe, c.. Removable Radioactivity Surveys " Smears" of 100 square centimeter areas will be taken in approximately the same locations as direct alpha surveys and on the insides of pipes and ventilation systems using Watman 50 filter paper or equivalent. These smears will be counted at the contractor's labora tory, d. Radiation Level Surveys Radiation level surveys will be made using a Victoreen Model ionization chamber at selected locations inside and outside the main process building. e. Soil and Sediment Samples Samples of surface soil (S) and sediment (SD) will, es much as be taken from an area of 10 cm by 10 cm to a depth of 1 cm. These samples will be sent to an flRC reference laboratory for analysis. The sample locations are specified in 2.3. In addition, sediment will be taken from the inside of outside water storage tanks remaining on site. 1 f. Water Samples Water samples (W) of approximately one liter will be taken for analysis by the contractor. The sample hcations are specified in i 2.3. In addition, water samples will be saken from any water storage tanks left on site. g. paint Samples j Samples of paint (P) from building surfaces and painted equipment will be taken from 10 cm by 10 cm surfaces for analysis at the contractor laboratory. APPENDIX C Water, Sediment and Soil Samples Water, sediment and soil samples were taken at locations indicated in the table below and numerically keyed to a site drawing Figures 3 and 4. Soil samples consist of a ground litter sample down to mineral soil and a mineral soil sample. The ground litter sample was obtained by removing standing plant material to the ground surface and collecting a 10 cm x 10 cm x 1 cm sample. A second 100 cm3 sample was collected immediately beneath the first sample at each location to reflect conditions in the mineral soil.
