Operating License No. DPR-50 and DPR-73 Docket No. 50-289 and 50-320 Compensatory Measures During Upgrade to Secondary Alarm Station THI recently completed an upgrade to the Secondary Alarm Station (SAS).
During the upgrade modification work, the SAS operator was repositioned in the Central-Alarm Station which resulted in a deviation to the THI Security Plan. This
-deviation was recognized as part of the modification and compensatory treasures were planned and implemented during the work period.
The measures were evaluated prior to performing the upgrade and were determined-to meet the guidance contained in NUREG 1045. The compensatory measures did not decrease the effectiveness of the Security Plan and were implemented in accordance with 10 CFR 50.54(p)(2). Although the Security plan itself was never revised as these compensatory measures were temporary, this letter serves to meet the 60-day reporting requirement contained in 10.CFR 50.54(p)(2).
The upgrade has enhanced the capabilities of the SAS. The work scope was-discussed between J. Stacey, Security Manager THI; Greg Smith, NRC; and David Limroth, NRC on May 8, 1992.

the NRC-when the upgrade was completed. 'The specific details of the l
compensatory measures and the SAS upgrade will be discussed with the NRC during lc the next NRC Security Inspection at TMI.
