FAFFTY EVALUATION RY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 7s TO FACILITV OPERATING LICENSE NO. DPR-6 CONSUMEP.S COWER COMPANY BIG ROCK POINT PLANT DOCKET NO. 50-155

1.0 INTRODUCTION

On November 8, 1984 a Consumers Power Company (CPC) (the licensee) submittal which superseded previous submitte.ls dated October 27, 1981, December 15, 1981 and December 16, 1983 requested Technical Specification (TS) changes that would incorporate a description of and operating requirements for the new Stack Gas Monitoring System. This system has been installed and made operational to meet the guidance of NUREG-0737 Item II.F.1(1) " Noble Gas Effluent Monitor" and Item II.F.1(2) " Sampling and Analysis of Plant Effluents." The system provides the capability to monitor effluent release rates several orders of magnitude above normal rates for accident situations.

Hearing related to the requested action was published in the Federal Register on' February 27, 1985 (50 FR 7984). No public conments or requests for hearing were received.

2.0 EVALUATION The licensee has provided equipment which supplements the existing normal range monitors to provide noble gas and iodine monitoring in accordance with TMI Action Plan items II.F.1.1 and II.F.1.2.

The licensee has proposed a TS which requires this equipment to be operable during plant operation.

In the event of failure of this high range monitor an alternate method of noble gas monitoring will be initiated within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

If the monitor remains inoperable for more than 7 days, a Special Report shall be prepared and submitted to the NRC. The proposed TS includes surveillance requirements which include calibration every refueling outage and calibration checks monthly.

The staff concludes that the licensee's proposed TS provides adequate assurance that the new equipment will be operable if needed; thus they are found to be acceptable.

3.0 ENVIRONMENTAL CONSIDERATION

This amendment involves a change in the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20 and changes to the surveillance requirements. The staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public comment on such finding.

Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The staff has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
