SUBJECT:

FORT ST. VRAIN INSPECTION PLAN The inspection plan for Fort St. Vrain, which Paul Michaud has developed for the current fiscal year, ending on September 30, 1993, is attached. This plan is based on MC 2560, Decomissioning Inspection Program. The frequency and estimated hours for performing each inspection module were based on an allocation of approximately one-half an FTE for all inspection activities.

The status of the facility, scheduled decomissioning activities, the relative need and difficulty of performing each inspection module, and a planned 8-week report frequency were considered in the allocation of these resources.

The main activities for this inspection period will be associated with cutting and dismantlement of the Prestressed Concrete Reactor Vessel (PCRV) top head.

This can not begin until the removal of the dumy fuel blocks from the PCRV has been completed, which is currently bahind schedule and not likely to be finished until February,1993. Other significant activities will include installation of the PCRV shield water system, management and transportation of radioactive waste, and design and preparation for PCRV internals dismantlement. Preparation for these activities will include training of Pete Garcia and Dana Ward so they can be integrated into inspections at Fort St. Vrain.

We will implement the attached inspection plan as written unless you have coments or changes. Should facility status or schedules change, we will respond to these changes as necessary.
