RESPONSE TO NRC BULLETIN 92-01, SUPPLEMENT 1,

" FAILURE OF THERM 0-LAG 330 FIRE BARRIER SYSTEM (TAC N05. M83880/M83895/M83896/M83897)

By letter dated October 1,1992, Connecticut Yankee Atomic Power Company (CYAPC0) and Northeast Nuclear Energy Company (NNECO) provided a response to NRC Bulletin 92-01, Supplement I for the Haddam Neck Plant and Millstone, Units 1, 2 and 3. Your response stated that compensatory measures have been implemented consistent with the plant Technical Specifications or operating license. However, you state that alternative compensatory measures have been established in the Millstone Unit No. 3 containment and the Haddam Neck plant residual heat removal (RHR) pump cubicles. In these two locations you have established a closed television circuit system to perform the inspections due to limited access to the Millstone Unit No. 3 containment during power operation and high radiation areas in the Haddam Neck RHR pump cubicles. The staff has reviewed these compensatory measures and agree that the existing fire suppression and detection systems in conjunction with the fire watches being performed by television cameras will provide an equivalent degree of protection as required by the plant technical specifications. CYAPC0/NNEC0 has stated they are participating in industry efforts to resolve this issue.

CYAPC0/NNECO is still evaluating this issue and those installations that do not meet the requirements of Appendix R will be brought into full compliance or an exemption (s) to Appendix R will be requested.

We have reviewed your response and find it acceptable. Please inform us when all corrective actions have been completed. Further NRC review, if any, will be performed by inspection or audit.
