Application for Extension Of License TR-2, Docket 50-22 The Westinghout, lectric Corporation hereby requests an amendment to License TR-2, Docket 50-22, to-extend the expiration date to November 30, 2003. All i
other existing terms and conditions of the license would remain unchanged, in March 1963 following the shutdown of the Westinghouse Testing Reactor (WTR) and removal of the irradiated fuel, License TR-2 was amended to authorize Westinghouse to possess, but not to operate the WTR.
Subsequent license amendments transferred certain facilities of the WTR to License SNM-770, Docket 70 69P which is the Waltz Mill Site operating license.
in April 1974, Amendment No. 5 was issued to License TR-2 extending the
. expiration date to November 30, 1993.

4 Currently, 'he' facilities possessed under License TR-2 include the containment butiding, reactor vessel and associated shielding,-the pipe-tunnel and piping beneath the containment building, the rabb pump-room, the sub-pile room, the poler crane, the WTR canal and-the three (he low levels of backfilled soil basins.
Since these latter basins _may be impacting on t radioactive contamination found in groundwater in areas of the site operated under License SNM-770 Westinghouse is planning to submit an amendment request to transfer these basins from License TR-2 to License SNM-770. -_This transfer will permit' Westinghouse to more efficiently. characterize and recediate the site groundwater problem.
In compliance with the requirements of License TR-2, Westinghouse conducts _an annual radiological-and safety inspection of the containment building-and associated facilities and submits a report-to the NRC.
The 1992 inspection is currently in progress, but ther 1991 report was submitted to the.NRC on May 22, 1992.

Extension of License TR-2, Docket 50-22 Page Two Westinghouse is presently receiving proposals from contractors who will be retained to assist in-the preparation of a Decontamination and Decomissioning (D&D) Plan for the facilities possessed under License TR-2.
The scope of work will include:
(1) review of the existing Westinghouse characterization data; (2)haracterization data; (3) preparation and implementation of a plan to obtain necessary additional c preparation of a final site characterization report; and (4) preparation of a D&D plan for License TR-2 with the intention of submitting this plan to the NRC for review and approval by December 31, 1993.
Although specific details of the D&D plan have not been pre)ared, the general concept will be to decomission everything within tie containment building except the polar crane.
Because of the potential value of the polar crane and containment building to future Westinghouse programs, consideration will be given to transferring these facilities to License SNM-770 after all other facilities possessed under License TR-2 have been decontaminated and/or decomissioned.
Since the plan has not yet been written, it is not po9sible to accurately project a schedule to complete the TR-2 decomissioning.
However, we estimate a period of ten years will be required after submission of the (3) NRC conducting confirmatory surveys; (4)(2) completing the D&D work; D&D plan for:
(1) NRC review and approval; performing administrative details and terminating the license. On this basis, Westinghouse is requesting an extension of the license from November 30, 1993 until November 30, 2003.
