Dear Dr. Seaborg The Advisory Committee on Rasetor Safoguards requests the Commission 1

to advise if it sees in the recent enactment of & 89-487, a=aading section 3 of the Administrative procedure Act respecting public in-formation, any effect upon the mode of operation of the Camnittee or the:need for any changes.

i As you know, the Committee'aonduets all of its discussions, affecting

-both civilian ~and military applications of atomie energy, in privata or executive session, including meetings with applicants ~for reaster licenses and with members of the ABC Regulatory 8taff as well as its own deliberations. The only aspeet of these discussions and delibera-tions which are made public is the Committee's reports to the Commis-sion (usually letter reports of conclusions) on specifie reactor pro.

~jects which become part of the public record under Section 182b. of-the Atomic-Energy Ast. - All other reports to the Commission by the-Committee become publia caly as they are mediso by the Ommaission.

The' Comunittee believes that in performing its fuestions of tarestigations, the' mode ~of operation, uhteh allove for full and frank discussten of re-actor safety' questions, is inportant to fulfilling its responsibilities.
