Dear Mr. Lyster:
0GC
SUBJECT:
RESPONSE TO NRC BULLETIN 92-01, SUPPLEMENT 1, " FAILURE OF THERM 0-LAG 330 FIRE BARRIER SYSTEM" (TAC NO. M83913)
By letter dated July 24,1992, the Cleveland Electric illuminating Company -
(CEI) provided a response to NRC Bulletin 92-01 for the Perry Nuclear Power Plant, Unit-1 (Perry).
In your response, you-acknowledged that the majority of protected cable trays and conduit at Perry fall within the scope of the.
Bulletin.
Your response stated that compensatory measures (involving the establishment of nourly fire watches and operable fire detectors in all affected areas) have been implemented, consistent with the Fire Protection-Program identified in the Perry operating license.
These measures will remain in effect until all affected raceways-and conduits are: restored _ to an operable condition.
In your September 30, 1992 response.to Supplement 1 of Bulletin 92-01, you confirmed that these previously implemented compensatory actions adequately addressed the expanded scope of Thermo-Lag installations identified in the Supplement.
With re:pect to long-term corrective action, you indicated that NUMARC is coordinating an industry program to evaluate appropriate actions to restore fire barrier operability.
Perry will _ apply the results of this industry program in its plant-specific resolution of Bulletin.92-01 issues.
The NRC staff has-reviewed your responses to,Bulletin 92-01 and Supplement 1 and. finds them acceptable.
Please inform us of your schedule for -long-term corrective actions upon completion _of the NUMARC-sponsored activities and also inform us when_ all corrective actions have been completed for-Perry. Your-actions in response to' this bulletin.may be the subject of a future NRC inspection or audit. This letter completes our action under TAC No. M83913.
If-you have any questions, please contact me at-(301) 504-3063.
