Dear Ms. Weber:

We have reviewed ANS 2.7, " Guidelines for Assessing Capability for Surface Faulting at Nuclear Power Sites," dated January 1979. On the basis of that review, I am returning an unmarked ballot for reasons discussed below.

We believe the standard, in its present form, is inadequate because it does not address several important areas. Because of our concern about the quality of the standard, we have, over the past few weeks, made infonnal contact w',th the working group to discuss our concerns and get its reaction to them. Specifically, Mr. Berat.an of our staff has discussed our concerns with Mr. Cole McClure, Chairman of the working group that produced the standard, and Mr. McClure agreed that our concerns were both important and valid and stated he was recommending the standard be withdrawn from NUPPSCO and not be balloted at this time. I have assumed that NUPPSCO will support Mr. McClure's recomendation and return the ballot to the working group through ANS-2. I further suggest that comments developed by NUPPSCO members be given to the working group for resolution but not for review by NUPPSCO at this time.

If NUPPSCO rejects the above reasoning and insists on an official ballot now, I vote siegative. My coments are enclosed.
