10 CFR 50.54(p) SUllMnTAL FOR CALVERT CLIFFS NUCLEAR POWER PLANT This letter is in response to your correspondence of October 8 and 21,1992, regarding changes to the Calvert Cliffs Nuclear Power Plant Physical Security Plan Revision 28 and the Security System Upgrade Transition Plan Revision 1.
We have reviewed the changes submitted and have determined that they are consistent with the provisions of 10 CFR 50.54(p), and are acceptable for inclusion in the Plan with the following exception.
A provision to use dedicated observers as compensatory measures for out-of-service security equipment has been included in both Plan revisions. The dedicated observers are an acceptable compensatory measure for inoperative intrusion detection equipment; however, the dedicated observers are not considered be an acceptable compensatory measure for degraded security barriers.
You should follow your previously approved Pians with respect to these changes and submit corrected pages to the Plans, as necessary, to maintain their continuity.
The enclosures to your letters contained Safeguards Information of a type specified in 10 CFR 73.21 and will be withheld from public disclosure.
