  • part time Purpose The purpose of this meeting was to fonnulate basic approaches and plans for the preparation of the Final GEIS on uranium milling.

The following sumerizes the major points of discussion and agreements reached during the meeting:

Outside of several specific problem areas, ANL personnel needed are generally as described in the GEIS S0W, Task 2.

The participation of Lyle Roberts of ANL is essential.

Roberts is responsible for revisions in the area of radioactivity releases, either to respond to public coments or incorporate newly available research and field data.

D. Martin is to meet with Roberts to review progress to date and to resolve problems if possible.

3.

Roy Williams and M. Robinette will be retained by ANL to perform an overall review on all aspects of groundwater, including portions of Chapters 6, 8, 9, and 12, and Appendix E.

P. Rahn of ANL is to respond to specific comments. As with the draft GEIS, no complex modeling is required.

Substantial consnents have been received, primarily from AMC, as to the validity of cost estimates for implementing various tailings management and reclamation plans.

Therefore, ANL will obtain outside assistance from a source with good credentials in construction cost estimating to review and revise the unit costs presented in Appendix K.

In-house project files were identified as a source of valuable data for review; this data is to be supplied to ANL by WMUR.

Potential shipment of yellowcake in slurry fonn was identified as a multi-faceted problem requiring substantially upgraded treatment. WMUR is to investigate the possibility of obtaining ORNL assistance in examining the chemical engineering aspects

of processing a slurry at the Allied Metropolis facility.

ANL is to obtain a consultant (SAI or equivalent) to examine transportation aspects as the need is identified by NRC. NRC may tap expertise in process engineering at ORNL to assist in this evaluation.

6.

The EG&G aerial infra-red tailings impoundment photos have been delayed for unavoidable reasons.

Production needs to be expedited if possible.

7.

Roy Williams and John Nelson will be retained as consultants by ANL to evaluate the potential for loss of moisture from installed clay radon barriers, with subsequent cracking, loss of effectiveness. NRC will work with ANL to identify other experts who may be able to contribute to this evaluation.

8.

It was agreed that a follow-up meeting should be held, at which specific comment response responsibilities would be assigned.

This meeting was held on December 3,1979 and results of that meeting are documented in the attached.

Draft meeting minutes were signed by Montet, Martin, and Miller at the conclusion of the meeting.
